Manipur Assembly to discuss ILP system in budget session

With the admission of a notice of private member resolution by the Speaker, the Manipur Legislative Assembly will discuss the enforcement of Inner Line Permit (ILP) system in Manipur, most likely on the last day of the ongoing budget session (on July 13).

Speaker Th Lokeshwor Singh admitted the private member resolution notice submitted by opposition leader Dr I Ibohanbi Singh of Trinamool Congress on July 6 last. The Speaker announced the admission of the notice in the House Monday.

The private member resolution seeks the House resolves that the Inner Line Permit system be re-enforced in the state. In the notice, he further informed that a PIL case pending in the Gauhati High Court had been withdrawn by the petitioner, Sapamcha Jadumani on July 4, 2012 and that there was no obligation in the discussion of the matter by the House.

It may be recalled that the last seating of the 9th Manipur Legislative Assembly which the term expired in the first week of March this year had discussed the re-introduction of ILP system in the state.

However, no resolution was passed by the House after the chief minister O Ibobi Singh suggested that it would be sub-judice to adopt a resolution on the matter as a PIL case was pending with the high court.

However, Federation of Regional Indigenous Societies (FRIENDS) has been pressing the state government for the implementation of the system in the state.

They had even pressed the political parties during the elections to the 10th Assembly held on January 28 to include the agenda in their manifestos.

Intensifying its series of agitations on the demand, FRIENDS’s advisor Kakchingtabam Bihari has been undergoing a “fast unto death” stir since July 6 demanding adoption of a resolution for enforcement of ILP system by the Assembly in its ongoing session.

Even after police arrested him yesterday on the charge of attempt to commit suicide, the advisor is undergoing his fasting at the security ward of JNIMS hospital where he was admitted by the police after he was arrested.

Meanwhile, staging sit-in protest at various places in valley areas showing solidarity to the demand of the FRIENDS was reported today too from various places.
