71% under matric in DoSE

SHOCKING FIGURE OF UNDER QUALIFIED EMPLOYEES   
Nagaland Congress has disclosed that as on April 26,2017 there were 24,400 employees under the School Education department out of which 20,538(84%)were teaching and 3862(16%) non-teaching staff. Media Cell of Nagaland Congress cited the facts and statistics as per RTI information. Further, it stated that most of the employees (71%) under the school education department were under matric.
 Maintaining that education being a crucial subject for which the qualification of teachers was mandatory for providing quality education, NLC alleged that the state government was instead appointing under e qualified/unqualified/doubtful candidates and experimenting with children’s education as guinea pigs. It said mass appointments of such candidates to schools was one reason why government schools were faring very poorly in successive examinations. NLC also raised the past scams over appointments of bogus, ghost and proxy teachers but for which no action has been taken by the government. 
NLC therefore appealed to tribal bodies, educated unemployed, conscientious NGOs and individuals in all districts to undertake serious probe into the matter. As of May 31,2017 there were 3795 MA/MSc and 19,998 BA/BSc graduates unemployed as per record under the Employment, Skill & Entrepreneurship department. According to the RTI, out of 24,400 employees, 9% or 2140 were MA/MSc/MPhil/PhD while 33% or 8116 were BA/BSc; 36% or 8862 were Matriculate/PU and 22% or 5282 were under-matric and diploma.
The nature of appointments of the 24,400 employees were as follows: 2426(Ad Hoc),308(Contingency),254(Contract),1244(Fixed),17,753(Regular),2260(Temporary) and 155(others).
According to NLC, 59% or 14,292 employees were appointed during 2003-2017 under the following categories: Adhoc -96%( 2333:2426), Contingency-93%(286:308), Contract-98%(250:254), Fixed-95%(1179:1244), Regular-49%(8796:17753), Temporary-61%(1375:2260) and not reported-92%(24/26).
Also during 2003-2017 MA/BA appointed were under the category:
Adhoc-3%(69:2333), Contingency-28%(79:286), Contract-90%(225:250), Fixed-28%(336:1179), Regular-50%(4420:8796) and Temporary-39%(532:1375).
