DUCCF on issuance of Non-Naga indigenous certificate

Taking note of the recent controversy, Dimapur Urban Councils Chairman Federation (DUCCF) has urged upon the District administration to thoroughly investigate and rectify the issuance of “Non-Naga indigenous certificate to one Md. Inzamul Haque Talukdar, son of Md. Faizul Haque Talukdar.”
It may be mentioned that Inzamul Talukdar had filed a case against the government and 44 students who were selected through the NEE 2015.
In a press note, DUCCF media cell pointed out that the person had claimed to have registered its name in the Electoral roll published in December 15, 1963 under Sl. no. 856 DU-3 by the then Deputy Commissioner, Dimapur (Regd. No. 1206, date 03/5/12). 
Though the same was “authenticated by the GB of Haralu colony, Dimapur”, DUCCF however, said it was found that the particular GB appended his signature and seal without the knowledge of the Haralu colony council chairman. Taking note of the lacunae, the federation reminded all that the colony councils were the “public mandated grass root authority to authenticate and issue certificates to any residents whether local or non-local, indigenous or non- indigenous”. 
DUCCF said “since GBs are also under the council, the healthy practice is for the GB to consult the council/chairman before signing/issuing any such important certificates. GBs alone have no authority to authenticate”. 
While appreciating the guidelines set by the present DC, DUCCF said it has been made mandatory that both chairman and GB have to append their signatures in all important forms or would be reprimanded if found issuing doubtful/false certifications.
DUCCF has appealed to all its members and GBs under urban councils to diligently follow the guidelines and to work judiciously for the interest of the future Naga generations.
