
With the objective of providing needed and quality education for the public, the government of Nagaland had agreed to allot a plot of land(non-cadastral area) to establish the proposed Army Goodwill Public School.
Accordingly, a plot of land suitable for the purpose was identified within Signal Angami village and the village agreed to sell the plot in 2006, measuring 10 acres at a “very nominal rate” to the state government for the purpose.
The then chief of the army staff General J.J.Singh accordingly arrived Dimapur and laid the foundation stone for the proposed Army Goodwill School on August 7,2006.
Stating the above, Signal Angami Village Council(SAVC) chairman Keneichosül Sophie and head Gaon Burra (GB) R.Z.Angami revealed, that they were surprised to learn that in 2010 the DC Dimapur had issued Jamabandi/patta to one “T.K.Naga” without the consent of the army or intimating the SAVC. According to SAVC, the plot fell under non-cadastral area and wondered how the DC Dimapur could issue jamabandi/patta for the said plot to one ‘T.K.Naga’. SAVC also said it had sold the plot at very low rate as compensation and in the interest of the village and nearby areas and Nagas in general.
The party (T.K.Naga) then began excavation works on the plot sold by the SAVC to the government for establishing the proposed school in 2006 on January 28,2014 and also constructed some houses.
The SAVC authorities then prohibited the “unauthorised group” to do any further work and also wrote several letters to the DC Dimapur, to restraint T.K.Naga and party from further activities in the said plot.
However, the DC Dimapur did not respond and SAVC alleged that the district administration was “hand-in-glove” with the said party.
SAVC also revealed, that the said party then filed a case in the Gauhati High Court, Kohima Bench regarding the plot. SAVC has therefore appealed to the DC Dimapur to cancel the jamabandi/patta issued by the DC Dimapur on May 17,2010 to T.K.Naga.
Further, SAVC has urged upon the state government to return back its land at the earliest, if the proposed Army Goodwill Public School was not going to be set up.
SAVC also said it would refund back money it received from the government during 2006 for the plot as it cannot be parted in favour of any ‘unauthorised individual(s), group etc” without its consent.
SAVC has also demanded the setting up of a joint committee to investigate the matter and take appropriate action against those erring officers as it was “unbecoming” of the district administration to issue patta on the vacant government land, which was meant for the proposed school.
