PSAN to stage protest against illegal appointments on Jul 3

Consequent upon the failure of the state government to respond to the ultimatum served on five departments on June 1 last, the Public Service Aspirant Nagaland (PSAN) has decided to stage a ‘sit-in protest’ on July 3 at the Nagaland Civil Secretariat main gate Kohima, from 10 a.m. against all illegal appointments in government departments.
Addressing media persons here at Hotel Ariel, PSAN members appealed to all right thinking citizens and Naga elite and intellectuals to join the sit-in protest. PASN members highlighted the charter of demands, submitted to the Governor, chief minister and chief secretary, demanding immediate revocation of the P& AR office memorandum No.Ar-5/ASSO/98 dated August 11, 2016 (point no 3), wherein it was stated that all government employees appointed on contract/adhoc basis shall be taken up for regularization on completion of three years of continuous service.
PSAN demanded that government should not regularize all those posts which fell under the purview of NPSC and that the government strictly adhere and implement P&AR OM.AR-5/ASSO/98 dated June 6, 2016 which banned all contractual appointments.
 PASN demanded immediate termination of all backdoor/contractual appointments that came under purview of NPSC and immediate requisition of all posts with a grade pay of Rs. 2800 and above to NPSC for direct recruitment.
PSAN demanded immediate end to rampant deputation on political grounds and for free, fair and open competition for entry into offices under the state government in accordance with article 16 of the Indian constitution.
PSAN convenor Nitoka lamented that the number of posts advertised under NPSC was decreasing each year and government itself failing to follow its own office memorandums.
PSAN member Ngukato K. Tsuidu pointed out that members were supposed to be at study but they were compelled to come out because the system has reached such a stage.
Tsuidu said while filing RTI, departments were elusive and tried to avoid providing information.
PSAN members also took affront to the behaviour of some PIOs and administrative heads who asked personal detailed of members.
Detects anomalies
Meanwhile, PSAN on Friday, revealed various anomalies in five departments as per replies to RTI queries in– Rural Development department, Treasuries & Accounts, Art & Culture, Home department and Labour Employment department.
PSAN showed documents obtained through RTI, which showed that 11 posts of DO/RDO/APO(Class-I Posts) were filled on contract basis while 11 posts of BDO/RDO/APO(Class-I) posts were held by those under deputation.
PSAN pointed out that as per P&AR memorandum issued on August 30,2011, all posts in the Pay Band of Rs. 5200-20200 with grade pay of Rs. 2800 and above were to be requisitioned to NPSC for direct recruitment. However the RD department had violated this order  Further, it said as per P&AR office memorandum August 21, 2004, deputation to a particular post shall be done if the department requires an officer with specific qualification for a specialized job or personnel and such vacancy shall be advertised though newspaper and official circulars.
However, PSAN said in gross violation of rules, the RD department had allowed primary teachers, graduate teachers and sub-inspectors etc (class-III gazetted) to be deputed as BDOs/RDOs/APOs (class-I).
Home Department: Under Home department, only two posts of DySPs were requisitioned to NPSC whereas, as many as 9 officers in the rank of assistant commandants got promotions in May 2017, ten DySps retired in 2017 and at least eight deputy commandants retired in 2017.
PSAN demanded that all candidates appointed illegally in the rank of sub-inspector be terminated and requisitioned to NPSC for resultant vacancies for free and fair selection. PSAN also warned that it will scrutinise other departments who violated government standing rules on appointments.
T&A deptt: Under Directorate T & A, two posts of Sub Treasury Officer (STO) and four posts of Divisional Accounts Officer/Junior Accounts Officer (DAO/JAO) were forwarded to the secretariat in 2016 for requisition to NPSC but the posts were still kept in abeyance till now.
Social welfare: Under SW Department, PSAN pointed out that 81 posts of supervisors (class-III non gazetted in the P.B of 5200-20200, GP of 2800) were filled through backdoor appointments from 2006-16 despite the posts coming under purview of NPSC.
 PSAN said not a single CDPO post has been requisitioned to NPSC since 2012 on the pretext of amending the department’s service rule.
Art and Culture: Under A&C department, PSAN said one Archivist (class-II gazetted) was currently on deputation while another post of Assistant Archivist (NPSC post) was filled through contract. Though the post of AA was requisitioned to NPSC in 2017 it was again being put under the process of withdrawal. PSAN vowed not to allow the withdrawal of the post from being requisitioned by NPSC for vested interests.
PSAN also said there were three posts Research Assistant (Class-III gazetted) form, Zeliang and Yimchunger tribes requisitioned in 2017 but the same post belonging to Chakhesang, Angami, Chang and general quota which was on contract basis and not requisitioned to NPSC.
