It seems that after the Congress joined the NPF-led DAN government, the political scenario has led to all-party government and an opposition-less house but in the bargain, the Congress legislators find themselves as party-less members outside the house after the All India Congress Committee (AICC) issued suspension orders for disobeying the order against joining the NPF-led DAN government.
The suspended Congress legislators plan to fly to Delhi within a few days, to meet with the AICC and explain their stand. Interestingly, the show cause notice served on the eight suspended Congress legislators, was made available to the media on Saturday; but none of the Congress legislators have received the notice even by Sunday.
Seven of the eight Congress legislators were accommodated in the ministry-one to the cabinet, one as Advisor with cabinet status and five as parliamentary secretaries on May 8. It was also learnt that the remaining lone Congress legislator would be accommodated as deputy speaker, a post that has fallen vacant following the appointment of the previous incumbent as parliamentary secretary on April 26.
Seven of the eight independent legislators have been accommodated in the ministry as parliamentary secretaries. Of four BJP legislators, one was inducted as cabinet minister on elevation from parliamentary secretary on April 26. On May 8 one BJP legislator was appointed as Advisor with cabinet status and another as parliamentary secretary. In the pre-January 5, 2015 ministry, there were four advisors and five chairman of various state government undertakings.
NPF, the major coalition partner in the DAN-III has ten in the cabinet and nine as parliamentary secretaries or a total of 20, including the speaker. Political compulsions may result in at least five to six more NPF legislators to be appointed as advisors/chairman of various corporations. The eight-member Congress, second biggest partner has one cabinet, one Advisor of cabinet status and five parliamentary secretaries. Seven independents who had remained with T.R. Zeliang have been accommodated as parliamentary secretaries. The NCP and JDU with one legislator each have also been included.
Meanwhile, after distribution of portfolios, few parliamentary secretaries appear to want changes. However, NPF sources said there would be no more changes made with allocation of portfolios.
