In view of the allegations on resolutions of Headmasters and Assistant Headmasters, the Nagaland Secondary School Field Officer Forum (NSSFOF) has issued statement for public consumption and to put the record straight.
NSSFOF, in a press release issued by its convenor Mezhuu Hozoyeh and the secretary Kevitsiano Luho, have referred to Nagaland Board of School Education (NBSE) general Rules Page 1, definition No. 14 which stated that Headmaster is the head of high school including the higher secondary section which are added on upgradation.
On CSS fund, NSSFOF said funds released by MHRD for universalisation of elementary and secondary education through SSA & RMSA flagship programmes are being controlled by the Principals besides collecting admission fees from Class 5/6 to Class 10. In short, it said all funds meant for high school sections are being handled by the Principals of GHSS without transparency.
On close observation regarding academic aspects of high school sections, it said Principals are found to be neglecting academic areas of high section as seen in the comparative results of HSLC and HSSLC Examinations of GHSS for the last 4 years. While claiming that HSLC results have gone down as compared with HSSLC result in GHSS, NSSFOF said Principals have more attention towards Higher Secondary while neglecting lower sections. It went on to allege that they are only after money and power but have no concern for academic areas of high school sections.
On the present tussle, it maintained that HM/AHM is protecting /trying to withhold what is their chapter while it accused the Principals of trying to control over other chapter. On the fund management, NSSFOF said it can expose the whole modus operandi of how they manage fund collected from poor students.
It stated that any policy/ initiative taken by Government to meet the challenges of the department or for that matter the improvement of department should have its applicability /feasibility to classroom situation and be learners friendly.
In the light of the above stated circumstances, NSSFOF has reminded all the HM/AHM of Higher Secondary Schools to be firm on the three resolutions adopted on January 29 and comply it in letter and spirit in the larger interest of secondary and elementary educations.
