Union home secretary concludes his 2-day visit in strife-torn Manipur

Union home secretary Govind Mohan who was on a two-day official visit in strife-torn left Imphal on Tuesday for New Delhi after assessing the ongoing relief and rehabilitation efforts for internally displaced persons (IDPs).
The Union home secretary also reviewed progress of border fencing along Manipur sector of Indo-Myanmar border and overall law and order situation of the state during a high-level meeting chaired by Manipur Governor Ajay Kumar Balla and attended by other top officials of the state and the Central government.
Mohan arrived in Imphal on June 2 on a two-day official visit in the strife-torn state. On the first day, the Union minister travelled to Churachandpur district where he visited two prominent relief camps – Dorcas Veng relief camp in Churachandpur sub-division and Sadhbhavna Mandap relief camp in Tuibong sub-division where people displaced by the violent crisis unfolding in the state since May 2023 are taking shelter.
During the visits, he interacted directly with the IDPs, listened to their concerns, and distributed relief materials, state home department said, in a statement.
He also felicitated students from the camps who had successfully passed their Class-10 and Class-12 examinations, encouraging them to continue their education with determination.
After returning from Churachandpur district, the Union home secretary also visited the relief camp at Mekola Gulap Higher Secondary School in Imphal West district, which houses IDPs primarily from Churachandpur.
The IDPs expressed concerns regarding their return to native places with adequate security, or alternatively, the provision of’ pre-fabricated houses on government khas-land.
They also raised the issue of uncovered medical expenses beyond the scope of the CMHT scheme.
Mohan gave a patient hearing and advised the IDPs to submit their specific requirements to the concerned deputy commissioner for prompt and necessary action.
He also distributed toys for children staying in the relief camp.
In the late evening of the day, the Union home secretary attended a high-level comprehensive review meeting chaired by state Governor AK Balla at Imphal Raj Bhavan.
Mohan reviewed critical aspects including operation of relief and rehabilitation of IDPs, Indo-Myanmar border fencing and allied matters besides the law and order situation in the state.
Senior state officials and representatives from different security agencies including IB director Tapan Kumar Deka, top officials of the state administration and relevant departments participated in the in-depth deliberations on critical matters concerning the state, a source in the state home department said.
Before concluding his two-day visit, the Union home secretary visited IDPs’ relief camps in Kangpokpi and Imphal East districts.
In Kangpokpi, he visited Ngahmun relief camp at Kangpokpi district headquarters where he interacted with the inmates.
The IDPs highlighted the need for better healthcare facilities and examination centres within the district. In response, Mohan assured that resettlement plans were being prepared in close coordination with district administrations.
He also informed that livelihood schemes were being formulated to ensure economic dignity and sustainability for the displaced families.
The Union home secretary also distributed recognition certificates and school bags to students who recently passed class-10 and class-12 and stationery items to school-going children in the camp.
He further handed out CMHT (Chief Minister’s Hakshelgi Tengbang) and Ayushman Bharat Health Cards to newly enrolled IDPs.
Later, Mohan visited the relief camp at Christian Medical Hospital Girls’ Hostel at Dewlahland in Imphal East district, currently housing IDPs mainly from Moreh and Serou.
There too, the displaced persons emphasized their desire to return home, and requested improvement in medical and educational facilities.
Mohan reiterated that individual grievances should be channeled through the concerned DCs for redressal.
He also distributed hygiene kits for IDPs staying in the relief camp.
Mohan’s visit reaffirmed the Union government’s commitment to ensure the welfare, security, and rehabilitation of all internally displaced persons in Manipur, and to support the state government in restoring normalcy and developmental momentum.
