
Nagaland State Legal Service Authority (NSLSA), in collaboration with Nagaland Bar Association (NBA), held its final programme of conducting legal awareness programmes at Rhododendron Hall, Police Complex at Dimapur on May 30.
Addressing the gathering, convenor, GJCC, Akito Zhimomi, spoke on the topic “money lending and the law”.
He educated the gathering by stating that when transactions are done in terms of immovable property, one must register it through a sub registrar and not with notary or magistrate, without which it would be considered null and void.
He further stated that one must get registered to Nagaland Money lender Act of 2015 in order to get a license to engage in money lending business.
He stated that the act allows the lender to charge an interest of maximum 3% above than the banking rate per annum and not per month.
Senior advocate, Taka Masa spoke on the topic “Article 371 a, Constitution of India”, wherein he poured out that Article 371 A was not just a constitutional provision which made a special provision with respect to the state of Nagaland to protect the Nagas but a political and constitution as well which was the result of political agreement between the Nagas and the Indian leaders.
Masa further claimed that Article 371 A is only a restrictive provision according to government of India and there is no owner for the article as Nagas are busy taking benefits of the Indian constitution in Delhi.
Paper presentations on welfare schemes, legal support system, human trafficking, consumer rights, cyber law and law to privacy was initiated by Khumchuba Chang.
Chang stated that welfare schemes for building and other construction workers is one of the most vulnerable segments of the unorganised labour in India, where Nagaland cannot be isolated. Government of Nagaland has therefore constituted “Nagaland building and other construction workers welfare board”, so as to provide social security for the mentioned section of workers by implementing different welfare schemes designed for the purpose. On the sub topic “legal support system”, he mentioned that the objective was to provide free and competent legal service to the weaker section of the society.
On consumer rights, Chang stated Government of India has passed the Consumer Protection Act in 1986, which provided for better protection to the interest of consumers.
Principal district and session judge and chairperson, Dimapur DLSA, Y Longkumer and deputy commissioner, Kevekha Kevin Zehol also delivered short speeches in the programme.
Earlier, the programme was chaired by president, DBA, Imti Imsong and invocation offered by advocate, K. L John, while general secretary, NBA, V Hukavi Zhimomi delivered the welcome address.
NSLSA in collaboration with NBA has been conducting legal awareness programmes with community leaders in all districts as part of the yearlong golden jubilee celebrations of NBA at district headquarters with final programme held at Dimapur.
