
All Nagaland Government Primary Teachers’ Association (ANGPTA) has called for implementation of Nagaland School Education Service Rules, 2017.
In a letter to principal director of school education, association president James Ruokuoselhou and general secretary T Along Changkiri regretted that though much water had flowed under the bridge, the Nagaland School Education Service Rules, 2017 remained elusive and had been made a bad joke upon all cadres of the department, barring some cadres.
This, they said, was an agonising wait for primary teachers’ cadre without any relief in sight due to what appeared to be a systematic delaying tactics being adopted by the department and a complete disregard of the Departmental Service Rules, on the other hand, to purposely deny all promotions under the career advancement scheme of teachers.
ANGPTA called for immediate implementation of rule 14 by giving promotions under the Career Advancement Scheme Of Teachers of the Service Rules and promoting all eligible primary teachers to senior primary teacher Grade II and Grade I respectively as per the prescribed length of service on time-bound basis.
Seeking implementation of rule 15, the association demanded limited departmental examination under the Service Rules to fill all vacant posts of JEO/AHM under the prescribed reservation system and conditions and conducting the limited departmental examinations regularly.
ANGPTA further sought recruitment by selection from lower grade and set up departmental selection board under rule 12 to recruit post graduate teachers and graduate teachers to vacant posts so created from amongst the eligible lower grade teachers.
It also demanded completing the primary teachers’ seniority list at the earliest and filling up the vacant AEO and senior AEOs posts for smooth functioning of the system and deliver justice to the primary teachers as well.
Expressing happiness over school education adviser having had on several occasions pitched for conduct of the limited departmental examinations to strengthen the school set-up, the association said it was aware that the school education department had already taken up the matter in right earnest with the government.
Acknowledging and supporting this initiative, ANGPTA hoped that the department would hold steadfast without fear or favour till the matter was realised.
The association also hoped that the principal director would positively act upon its appeal keeping in view that the rules were already provisioned in the Nagaland School Education Service Rules, 2017.
Reiterating that it was fully committed to improving the quality of education in “our State”, ANGPTA stated that it did not practise the habit of dictating terms at the cost of holding the whole system to ransom. It however cautioned to explore every possible way to fight for rights if its rights were suppressed indefinitely.
