KU memo to NHIDCL alleges anomalies in road construction

Konyak Union (KU) has submitted a memorandum to National Highways & Infrastructure Development Corporation Ltd (NHIDCL) listing their charter of demands. 

Submitted through deputy commissioner Mon, KU president S Howing and general secretary Wango Konyak alleged that road construction in Mon town commenced in a very un-procedural manner and suggested several measures. 

These include i) construction of retaining wall on valley side and breast wall on the hill side where ever necessary; ii) construction of side drain, protection work on the hill/valley sides, box/slab culvert, head wall/parapet wall and widening to be done first before pavement work; iii) scarifying (50.00 mm) of existing seal coat before tack coat, DBM, prime coat and BC is applied; iv) construction of PCC side drain with cover slab in town area and in other locations, trapezoidal random rubble masonry drain on hill side and on both sides of box cut portion; v) rectification from Committee gate to NST garage as stone quality used for WMM and GSB were of low quality, insisting that final DPR specification should not be compromised for the entire road stretch from Merangkong zero point NH-61 to 161 km Stone Project Sewak Mon Tejah Nallah; vi) BOC to End point 161 km project Sewak (BRO), PHE department and NHIDCL should see the Feasibility of new alignment of main reservoir pipe line on the valley side shoulder. 

In point no. vi) they further demanded that expenditure for pipe procurement and accessories fittings should be reimbursed to PHE department by NHIDCL, start fitting work at the earliest in the new alignment and shift the pipeline of the main source to the new alignment so that people were not harassed and then start the road construction work in that portion.

Demanding that the district administration must ensure the damage compensation from Supply Office Point up to Techa Nalla, plus any pending dues on the damage compensation issue, KU also asked the district administration to ensure adequate road widening from Committee gate to NST garage and from BOC to Techa Nalla 

The union alleged that irregularities and anomalies were detected against two lanes (Merangkong-Mon Road) whereby camber was not maintained in some locations, thickness of DBM was less than the DPR specification in some locations, stone quality for WMM & GSB was compromised between Committee gate and NST garage, Mon town, etc.

The memorandum called for furnishing in writing about the defect liabilities period (DLP) agreed between Union ministry of road transport & highways and NHIDCL on Merangkong-Tamlu-Mon road.

It also demanded furnishing of Bill of Quantities (BOQ) along with the structural drawing of all structures, i.e., cross drains/protection works/bridges and pavement along Merangkong-Tamlu-Mon road.

In order to quantify all the details of the pavement and other structures, KU said complete set of DPR was required.
