Expressing dismay over the delay in completion of constructing the main building of Dr. Imkongliba Memorial District Hospital (IMDH), Mokokchung, All Ward Union Mokokchung Town (AWUMT) has requested that a new tender for the project be floated immediately.
In a letter addressed to the health and family welfare (H&FW) minister, AWUMT president Limanungsang and general secretary Jongpongtemjen stated that the contract work for upgradation was awarded to KC Infra Projects Pvt. Ltd for a tender of Rs.12,92,64,000 on January 15, 2018 under NHM 2017-18.
In this regard, AWUMT said that as per terms and conditions of work order, the stipulated time for completion was 36 months from the date of issue of work order, however, even after the lapse of the stipulated time, no progress was made by the contractors.
AWUMT said that it undertook ground verification of the site and found that “except for the demolition of the old building, no construction work has been started at all”.
The union pointed out that this was “totally unacceptable to the people of Mokokchung” and was in “outright contravention” of the terms and conditions of work order.
AWUMT also said that the proficiency and competency of the contractors was “highly questionable” and their negligence was a deliberate offence against the health and wellbeing of the people of Mokokchung and neighbouring districts.
Further, the union also expressed disappointment that no competent authority restrained the contractors to abide by the terms and conditions of the work order to complete the contract works on time.
AWUMT has, therefore, appealed to the responsible department authority to cancel the work order awarded to KC Infra Projects Pvt Ltd and that a new tender for the said project be floated immediately.
