Pioneer Institute Kohima organises seminar

DIMAPUR: Pioneer Institute Kohima on April 13 organised a seminar on “roles and responsibilities of administrative officers” to help civil service aspirants understand workings of administrative system from first-hand experiences of a Nagaland Civil Service (NCS) officer.
In a press release, media coordinator of the institute, Inakavi Kasho informed that at the seminar, SDO (Civil) Zubza, Tiayanger Jamir stated that real Nagaland was not only in Kohima or Dimapur and added that Nagaland Civil Service (NCS) officers should be ready to serve in any part of Nagaland.
On being questioned about impediments to administration in the state, Tiayanger replied that Article 371 (A) should not be used to people’s disadvantage rather, it should be used to promote holistic development and progress.
While encouraging young civil services aspirants, he said there were complexities, advantages and disadvantages of customary laws and practices working parallel to administrative duties set by the government.
He however said that in many cases, special rights that were granted to Naga people were often misused, causing roadblock for many developmental activities due to which, industrial or agriculture, trade and commerce, town planning were unable to be enforced due to entanglement of customary land rights provided to the landowners.
During the interaction, he encouraged participants to look for avenues beyond government jobs and stressed on the need for skill development.
Interactive session on diverse issues including NLTP Act, mental health, career prospects of various government jobs and its perks and privileges were also discussed while roles and responsibilities assigned to administrative officers were discussed at length.
He also discussed in length avenues where the institute could serve students who were interested in sitting for competitive exams but did not have right guidance and resources. Tiayanger also suggested that the institute look for collaborative ventures to help the underprivileged and needy.
Earlier, the session began with a welcome address from managing director, Kiviboto Sheqi.
