District Legal Services Authorities conduct first UTRC meetings

During the first quarter Under Trail Review Committee (UTRC) meeting held across the districts in the month of March, the committee considered the case of 49 Under Trial Prisoners (UTPs)/ Convicts; 14 UTPs/convicts were recommended for bail/release and five applications were moved post recommended while two UTP/convict were subsequently released.
In Dimapur, the 1st quarterly UTRC meeting was held at the chamber of PD&SJ Dimapur on March 24.
The meeting was attended by Inalo Zhimomi, PD&SJ, Seyielenuo Mezhii, CJM, C Motsunthung Yanthan, Supt of jail, District Jail, Yanshumthung Jungio, assistant jailor, Central jail, Tiamenla ADCP, Sonile Seb, retainer lawyer and EAC Nukshimatong.
During the meeting, 10 UTPs were identified and recommended for release.
Meanwhile, two UTPs from central jail were found to be mentally unsound and in this regard the jail authority was directed to take them to the psychiatrist to evaluate their mental condition and place the report before the chairman of DDLSA.
Kohima: DLSA Kohima conducted UTRC meeting on March 23 at district and sessions court building Kohima.
UTRC chairman Y Longkumer & principal district and sessions judge Kohima, Nokshei Kano (CJM and secretary KDLSA member Teisi Thou (jailor District Jail Kohima) member and Imsentila Pongen PL in-charge legal aid clinic jail attended the meeting.
Mokokchung: Mokokchung DLSA conducted UTRC meeting at district court. The meeting was chaired by secretary, MDLSA, WV Patton.
MDLSA chairperson, Somet Chang, SP Aotula, Mokokchung, EAC Vitulo from district administration, Jessica, jailer from SP jail, APP attended the meeting.
Mon: In Mon, the UTRC meeting was conducted through video conference.
At the meeting, eight UTPs were recommended to be released on bail. The committee also reminded to inform their families about two UTPs who were already recommended during last UTRC meeting to be released on bail and the bail order was passed by the court but yet to execute the surety. All 57 UTPs and 15 convicts were reported from the jail authority. WV Patton (NJS) chief judicial magistrate cum secretary DLSA Mon, Chingak Konyak ADC Mon, Imtiakum SDPO, Thungdemo Lotha, Asst Jailor and M Moba, Retainer Lawyer attended the meeting.
Longleng: Longleng DLSA conducted UTRC meeting on March 30 headed by CJM Longleng.
The members present were superintendent of police, Longleng, EAC Roko, public prosecutor-cum-government, pleader, panel lawyer, LDLSA.
Presently, there are 16 UTPs lodged in Mokokchung District Jail.
All UTPs were legally represented and three UTPs were identified for default bail and informed of their right under Section 167(2) Cr. P.C.
Tuensang: Tuensang DLSA on March 30 conducted quarterly UTRC meeting in the office of the superintendent of jail Tuensang. The members decided to start having physical production in the court and three UTPs were recommended for legal aid.
Presently, 28 male and one female UTPs and four male convicts (S.I) five male (R.I) in the district Jail Tuensang. The meeting was attended by SP Jail Tuensang Solezhol Neikha, Soteth Anar project assistant, Antimangyang Chang retainer lawyer, T Sangle jailor Tuensang, Chubasangle Chang assistant jailor and Muthiam front office assistant TDLSA.
Peren: The UTRC meeting for Peren District Jail was conducted on March 29 which was presided by the Peter Resu CJM Peren and attended by James Jami, SDPO Peren, Ihoilung EAC Peren, Asungbe N Hau (retainer lawyer PDLSA), Italang Ramlia (project assistant PDLSA) along with Bankathung Patton (assistant jailor). The committee discussed medical facilities to be accorded to inmates of the jail and urged upon the jail authorities to provide necessary medical aid and facilities to the inmates at the earliest.
Meanwhile, SDPO, Peren James Jami also reassured that proper security were detailed for transportation of inmates for medical or any other purpose.
The budget allocation for medical expenses for inmates was also discussed at the meeting where the jail authorities highlighted that the sanctioned budget for medical expenses for Peren District Jail was inadequate to meet the required expenses. It was informed that charitable contribution from jail officers and staff were being done to meet any urgent and immediate medical expenses.
Zunheboto: In Zunheboto, the UTRC meeting was conducted on March 22 at district court complex, Zunheboto. The meeting was chaired by secretary, ZDLSA Wokono Yhoshii.

Meanwhile, one recommendation was made by the committee. The programme was attended by Shikato Swu (SDPO), Mopling Phom (EAC), Jenithung, (assistant jailor), Katoli T Chishi (APP), Tovi Yeptho (DPA), Easter Yepthomi (RL) and Inolito Swu (PL).
Wokha: Wokha DLSA conducted UTRC meeting on March 15 at district & sessions judge room. The members present were chairperson/district & sessions judge Wokha, Duvelu Vero, secretary/JMFC WDLSA, Khrievono Seletsu, SDPO Imkongsangba Jamir, superintendent of Jail Wokha, Yanrenthung Kikon, APP Wokha, Akatoli Achumi, WDLSA DPA Shanchobeni P Lotha, retainer lawyer WDLSA Meribemo A Lotha and panel lawyer District Jail Wokha Renbonthung Tsanglao.
Kiphire: Kiphire DLSA conducted the first quarter of Under Trial Review Committee meeting on March 9 at District Court Complex, Kiphire.
