Framework Agreement final solution, says NSCN (I-M)

NSCN(I-M) through its MIP reaffirmed that the August 3,2015 Framework Agreement signed with the Government of India has restored the God given sovereign rights of the Nagas after by which India “recognised the sovereign rights of the Nagas and had agreed to coexist with shared sovereignty”.
MIP pointed out that during the decades of struggle, “many thousands and lakhs of Nagas have sacrificed their lives for the nation” and after decades of “prolonged selfless struggles, sovereignty has dawned upon the Nagas.” It said Nagas accepted the invitation of the government of India for political negotiation after more than 50 years of armed resistance and struggle when the government of India admitted that solution was only through negotiations and not through the barrel of guns.
MIP gave credit to Naga mass-based organisations, civil societies, tribal organisations, churches and scores of individuals who had worked for the last many decades for the common Naga cause. It put on record their immense contribution and supreme sacrifices level “in the midst of Indian army atrocities” that steered the Naga political issue to the present highest as the final inking of the agreement was awaited.
MIP reiterated that the Framework Agreement was reached after a series of political negotiations spanning 20 years, under six successive prime ministers of India where both “India and the Nagas” have come closer to understand each other’s problems by signing of the historic Agreement.
MIP said the government of India “finally recognised and had accepted, that Nagas are not Indians but a different entity with equal status, having separate and distinct identity with unique history and cultures.”
MIP condemned “the treacherous Shillong Accord” of November 1975 and the 16 Point Agreement of July 1960, which it said, spelt doom for Naga aspirations for sovereignty and charged the signatories with having “embraced the Indian constitution at their own volition”.
However, it said the selfless sacrifices of Nagas under the “God anointed dynamic and visionary Collective Leaderships of former Yaruiwo Isak Chishi Swu and Ato Kilonser Th. Muivah the GoI and Nagas finally agreed to co-exist with shared sovereignty.”
MIP expounded on its concept of “shared sovereignty” between India and the Nagas since the government of India has recognised and accepted that Nagas were a different entity, having equal status. MIP explained that it meant that “India is not above the Nagas nor the Nagas are above India and to live as two different friendly Nations with absolute ownership rights over their own lands and its resources, both beneath and above the earth’s surface.”
MIP pointed out that the Framework Agreement (FA) was a political in nature and a preamble for a detailed final political agreement which was expected to be completed and signed very soon between the two sides. It also claimed that the FA was without any unilateral power, unlike the Shillong Accord and the 16 Point Agreement both of which were “totally under the provisions of the Indian laws and Indian constitution.”
MIP said the concept of “shared sovereignty” in the FA signed between India and the Nagas was to have partnership with India for larger economic growth of ‘Nagalim’ since Nagas are still economically backward. To provide a road map to develop a bright future with India and create larger opportunities for Naga generations , it said acceptance of “shared sovereignty” would certainly take Nagas further forward with the “advancement pace of great India, which is rapidly become one of the economic super powers of the World.”
In an oblique reference to demands for disclosure of the contents of the FA and to invite other NNPGs for talks, MIP describe these as forces with “their treacherous game plan” to sabotage what has been achieved after 70 years by the Nagas.  Likening these forces “Pharoah led organisations” similar to the builders of the Babel tower, MIP accused them of uttering in different tongues by leaving aside Naga common aspiration and slogan for sovereignty.
When God has been unfailing to Nagas by leading them to the historic moment of political negotiations, MIP said the “Pharoah-led organisations” were working overnight to lure the “Israelites back to Egypt even after reaching the shores of Canaan.” It cautioned Nagas and their future generations not to be “doomed by their schemers of vested interests”.
MIP said as Nagas were one nation, it should be understood that the government of India cannot have numerous solutions in piece meal expect one solution, that was honourable and acceptable to Nagas. MIP cautioned that it would be suicidal if attempts were made to hijack the “Indo-Naga political talks at this final stage” by those who “still worship the treacherous and deceitful accords and agreements of the past decades.” It said, such an attempt was also against Naga national interests and the initiatives of the government of India which is committed to permanent peace and development in the north east and ‘Nagalim’ in particular.
Towards an inclusive agreement, NSCN (I-M) said it has kept its doors open all along as the ongoing political negotiations progressed to its final settlement. It appealed to people not to be misled by “builders of Babel Tower and Pharaohs of Egypt” but to continue unflinching support towards a final solution in the interest of Nagas and the Naga nation.
