Government of Nagaland has re-constituted the State High Powered Committee (S-HPC) for the management of Swachh Bharat Mission (Urban) at the State level with immediate effect.
According to DIPR report, Urban Development Department has informed that the S-HPC would consist of the following members: chief secretary as the chairperson, secretary, Urban Development Department as vice chairperson, director, Urban Development & State Mission Director (SBM) as member secretary and representatives of Planning & Coordination Department, Home Department, Finance Department, Housing Department, School Education Department, Tourism Department, Health & Family Welfare Department, PHE Department, Municipal Affairs Department, Ministry of Urban Development and State Informatics Officer (SIO), NIC as members and administrators, KMC/DMC as co-opted members.
The release informed that the functions of S-HPC would include: preparation, approval, and online publishing of State Sanitation Strategy (SSS) for Nagaland and City Sanitation Plan (CSP) for all cities covered under SBM (Urban). Finalisation of the Concept Note of the Urban Sanitation Situation before submission to the SBM National Mission Directorate, Empanelment consultants of repute and experience for: Preparation of DPRs under SBM, conducting independent review and monitoring during execution of projects, empanel reputed Institutes like IITs, NITs, State Technical Universities etc for appraisal of DPRs. Sanction projects relating to Solid Waste Management recommended by the ULBs. Plan for additional resource mobilization. Plan for fund flow in the short, medium and long term. Recommend proposals for release of installments of funds for projects under the Mission. Monitor outcome and O&M arrangements of projects sanctioned and completed under the Mission. Review the progress of Capacity Building, IEC, and Public Awareness activities under the Mission and approve their annual action plan.
SLAC under SBM-U re-constituted
In a separate notification, Urban Development Department has informed that in pursuant to Government of India, Ministry of Urban Development and as per amended Guidelines of Swachh Bharat Mission-Urban (Section 11.2.1), the Government of Nagaland has constituted the State Level Advisory Committee (SLAC) under SBM-U to discharge the powers and functions of the State High Powered Committee (SHPSC).
It informed that the state level advisory committee would consist of the following: Secretary, Urban development Department as chairman; State Mision Director, SBM-U as convenor and secretary, Public Health Engineering Department, Secretary, Finance Department and Director, Municipal Affairs as members and any other members as may be co-opted by the committee. It has informed that the functions of the State Level Advisory Committee (SLAC) under SBM-U shall be as Para II (i-xvi) of Notification of even number dated 19.04.2016.
