Tikhir Tribal Council (TTC), the apex organization of the tribe, has described as “illegitimate and unlawful” the act of Tikhir Students’ Union (TSU), which dissolved the TTC.
In an order to all the Tikhir village councils, frontal organizations, tribal unit unions, Tikhir national workers of all groups and Tikhir public, TTC president Topan K Tikhir, vice president Tsangli Tikhir, general secretary W Tothong Philip, joint secretary Y.S. Kheapong, executive chairman Dioto M and executive secretary S.T. Tsuthong stated that with regard to the ongoing issues for the construction of TTC Hall-cum Office at Kiusam Hq, the issue had already been settled on October 26 and 27, 2023.
TTC said it had already made known to TSU in “written general information” that the meeting would be held shortly in consultation with all frontal organizations. However, it said TSU “forcefully convened” a Tikhir public meeting at Kiusam town on October 28, 2023 without any consultation and dissolved the TTC.
“The unwarranted act of TSU in dissolving the TTC apex public organization and formation of the Interim TTC is unauthorized and unacclaimed,” it said.
Further, it stated that the “unauthorized act” of the interim TTC in issuing the notification regarding the issuance of a deadline to surrender/handover of all the TTC documents, files and the assets by November 11, 2023 was “unacceptable.” TTC stated that “diabolic act” of Interim TTC seizing/capturing TTC documents and files on November 3, 2023 morning was “not acceptable.”
TTC has cautioned that P Timong and R James Tikhir would be held responsible for any misplacement, loss incurred or distortion of any TTC files and properties.
TTC therefore ordered the return of all the properties/ files/ documents seized/captured to the TTC treasurer on or before November 23, 2023.
Further, TTC described as “a complete irony and against the law of any structural set up” the notification issued by the Interim TTC on November 14, 2023 regarding the “illicit action” taken against TTC president and the executive chairman and demanding apology letter from four TTC officials on the ground that TTC officials were still using the TTC pad and designation.
“The unlawful act of the Interim TTC and its act of the usage/manipulation or circulation of the Official TTC pad is illegitimate and should be stopped,” the council stated.
The council said that the newly formed Interim TTC must be dissolved at the earliest because the TTC emergency meeting held on November 8, 2023 at Sukiur (A) village declared “null and void” its formation by the general public.
Taking serious note of “illegitimate act” of Interim TTC under P.Timong and R James Tikhir utilizing TTC official pad, the apex body ordered the duo to “tender apology letter” to TTC on or before November 23, 2023 for their “un-prescribed misuse of TTC Official pad and power.” Failing which, TTC cautioned that both the individuals would be debarred from using of social responsibilities at the level of tribal, area, society and the village for a period three years.
Meanwhile, TTC notified the general public to cooperate and follow the decisions taken at Sükiur (A) village during TTC emergency meeting on November 8, 2023 till the next Tikhir Tribal Hoho, which would be held in February 2024. It stated that change of guard of TTC officials/reshuffling of office bearers would also be done during the general Hoho.
