‘INDEFINITE TOTAL BADNH’ DECLARED IN EASTERN NAGALAND
Following an indefinite total shutdown declared across Eastern Nagaland jurisdiction with effect from 6 p.m. of April 18, on the eve of polling for Nagaland’s lone Lok Sabha seat, the office of the Chief Electoral Officer (CEO) Nagaland has issued a show-cause notice to the president of Eastern Nagaland Peoples’ Organization, asking why action should not be initiated as per Sub-Section (1) of Section 171C of the Indian Penal Code, 1860.
On Thursday, the Eastern Nagaland Public Emergency Control Room (ENPECR) announced an indefinite total shutdown across Eastern Nagaland jurisdiction starting from 6 p.m. on April 18.
In a circular, ENPECR, however exempted the following from the purview of the bandh– government officials on election duty with valid ID proof, district administration, Army, paramilitary and state police, medical emergencies, fire & emergency services, PHED, postal services, Eastern Nagaland Peoples’ Organization, tribal bodies, Eastern Nagaland Women’s Organisation, Eastern Naga Students’ Federation & Eastern Nagaland Public Emergency volunteers.

In response to the indefinite total shutdown declared in Eastern Nagaland jurisdiction, CEO Nagaland, Vayasan R, stated that the public notice issued under the authority of the “Eastern Nagaland Public Emergency” regarding the indefinite total shutdown was viewed as an attempt to exert undue influence during elections.
This interference was seen as potentially obstructing the free exercise of voting rights of residents in Eastern Nagaland areas for the general elections to the Lok Sabha 2024, scheduled for April 19, 2024, it stated.
The notice pointed out that under Sub-Section (1) of Section 171C of the Indian Penal Code 1860, it states, “Whoever voluntarily interferes or attempts to interfere with the free exercise of any electoral right commits the offense of undue influence at an election.”
As president of ENPO having superintendence over the Eastern Nagaland Public Emergency Control Room, with its headquarters in Tuensang, the CEO directed to show cause to the office of the undersigned why action should not be initiated.
The CEO has directed the president of ENPO to reply to this show-cause and mail it to the undersigned immediately.
