RTIs (Right To Information Act 2005) filed by Nagaland Pradesh Congress Committee (NPCC) vigilance cell on two occasions have highlighted hundreds of alleged backdoor appointment from 2103-15 in the police department for the posts of NCEs/ Constables/ ABSIs/ UBSIs/ LDAs and Computer Assistants, without advertisements and holding recruitment rally for various posts.
In the RTI application to Public Information Officer (PIO) DGP’s office, it was pointed out that there had been many appointments in the police department in the month of April and May 2015. It sought the details of the government order lifting the ban on appointment in the police department, copy of the list of all NCEs and constables appointed in various units in the month of April & May 2015 along with the name, tribe and date of appointment and also the date of advertisements and recruitment rally held.
It also sought the list of all ABSI, UBSI, LDAs and computer assistants appointed in the month of April & May 2015 along with the complete details of the individuals and date of appointment, advertisement and recruitment rally.
In response to the RTI application, the PIO furnished the details wherein it was brought to light that altogether 213 constables, 11 UBSIs, 19 ABSI and 4 NCE were appointed during April and May 2015. Under CP Dimapur- 4 constables, DEF Kiphire- 1 UBSI and 8 Constables, DEF Peren- 1 UBSI, 1 ABSI, 8 Constables, DEF Mon- 10 Constables, DEF Tuensang- 2 UBSI, 4 ABSI and 12 constables, DEF Phek- 1 ASI, 1 UBSI and 9 constables, DEF Wokha- 10 constables and 3 UBSI, DEF Zunheboto- 2 UBSI and 6 constables, DEF Longleng- 1 ABSI, 1 UBSI and 6 Constables, DEF Kohima-1 constable, DEF Mokokchung- 7 constables, Chumukedima NAP- 2 constables, Chumukedima PTS- 1 constable, PHQ- 1 UBSI and 2 Constable, 1st NAP- 2 NCE, 11 Constables and 1 ABSI, 2nd NAP- 2 ABSI, 8 constables and 1 NCE, 3rd NAP- 8 constables, 4th NAP- 14 constables and 1 NCE/cook, 6th NAP- 11 constable, 7th NAP- 25 constable and 2 NCE, 8th NAP- 11 constable, 9th NAP- 2 ABSI, 1 NCE and 8 constables, 10th NAP- 11 constables, 11th NAP- 5 ABSI and 10 constables, 12th NAP- 1 ABSI and 1 constable, 13th NAP- 4 constables and 2 ABSI, 14th NAP 5 constables and 15th NAP 10 constables
However, according to the RTI report, 5th NAP, DEF Kohima, FSL, FSL, PCS, INT, PCW were remarked as “nil” and that no LDA (directorate/district) appointment were made in police department in the month of April and May 2015.
For RTI seeking copy of government order lifting the ban on appointment in police department was marked as “nil”.
However, in another RTI filed by NPCC vigilance cell member, disclosed that the police department reportedly appointed 959 police constables in excess, after the decision to ban recruitment of constables within the period from January 1, 2015 till June 30, 2015.
According to the details furnished by PIO in regard to the excess police constable appointed till April 4, 2015– DEF Kohima- 31, DEF Dimapur- 32, DEF Mokokchung- 25, DEF Wokha- 57, DEF Zunheboto- 54, DEF Tuensang- 9, DEF Mon- 32, DEF Phek- 37, DEF Peren- 95, DEF Kiphire- 98, DEF Longleng- 84, 1st NAP- 37, 2nd NAP- 67, 3rd NAP- 92, 4th NAP- 9, 6th NAP- 35, 7th NAP- 47, 8th NAP- 107, PTS- 4 and NAPTC- 7.
It was also revealed that 26 posts including sub-inspectors, Assistant sub-inspectors, havildars and LDAs were appointed in the police department without interview from the period 2013 till June 30, 2015.
NPYC demands cancellation of all backdoor appointments
Nagaland Pradesh Youth Congress (NPYC) in a representation submitted to Nagaland governor Wednesday demanded cancellation of all backdoor appointments and to call for free and fair competition provided post are available.
The memorandum signed by the NPYC president Hitilo Tep and general secretary (admn) Akum Pongen demanded that the government appoint a High Power Committee (HPC) headed by a retired Judge to look into all the backdoor appointment in all departments and to remove discrepancies. NPYC also demanded that the state government setup a Service Selection Board for recruitment of Grade– III and IV or which may be outside the purview of NPSC.
Nagaland with a literacy rate of 82%, there are around 70,000 registered unemployed youth and equal number of un-registered ones, NPYC said.
It said that the practice of nepotism, favoritism and manipulation had come into system after NPF led DAN government came into power.
It said over 40,000 employees were appointed through backdoor and added that the NPF led DAN government has ghost, bogus employees and some employed in more than one posts.
NPYC also enclosed the RTI replies along with the memorandum and appealed to the Governor to pass orders as deem fit at the earliest.
One of the NPYC member also said that the Vigilance department should take suo-motu cognizance of the report and begin probe into such massive scam.
