State Government introduced the Chief Minister’s Universal Life Insurance Scheme (CMLIS) on August 15, offering significant insurance benefits to residents. Under this scheme, breadwinners are assured life insurance coverage of 2 Lakhs, while accidental life insurance coverage of 2 Lakhs is extended to the primary breadwinner and up to three family members in the case of accidental death or disability.
DC Wokha Vineet Kumar through a circular has informed the residents of Wokha to enroll in the CMLIS to access its benefits. The registration process differs based on the cardholder’s status and location.
CMHIS cardholders should register using their card number through the Area Administrative Officer for urban areas, NSRLM for rural areas, or by self-upload to enroll. Non-CMHIS cardholders in rural areas need to register via NSRLM representatives, while Non CMIIIS Cardholders residing in urban areas should contact the Area Administrative Officer.
New registration procedures announced for CMLIS: In a meeting held under chairmanship of Finance Commissioner on August 8, key decisions were made to enhance the registration process for the Chief Minister’s Universal Life Insurance Scheme (CMLIS). The National Rural Self Employment Mission (NSRLM) will assist online beneficiary registration in villages through local “Master Book Keepers.”
A press release by Joint Secretary, GON, Reny Wilfred IAS informed that urban beneficiaries will receive assistance from Deputy Commissioners, who will oversee physical verification of registration forms. The Health and Family Welfare Department will offer registration services at CMHIS facilitation counters in urban areas. Urban residents who wish to register independently can submit their forms online, while those requiring assistance will have their forms collected and submitted by area administrators to the Finance Department.
All relevant departments are requested to promptly implement these measures to ensure an efficient registration process.
Guidelines for CMLIS: Joint Secretary, GON, Reny Wilfred had issued the guidelines for registration for eligible beneficiaries of the CMLIS, to all the Deputy Commissioner of all 16 district in the state.
The press release by Joint Secretary, GON, Reny Wilfred informed that the guidelines stated that Urban residents must complete and submit a physical application form, available free of charge from the Deputy Commissioner’s office.
There are no fees for registration or claim processing, and Swavalambam Connect Kendra (SCK) services can assist with scanning and uploading forms after being approved by the administration. Beneficiaries need to provide identity proof, such as AADHAR or PAN cards, with verification required only for the breadwinner of the family.
The scheme’s coverage is available to breadwinners aged 18-50 as of October 1, 2024, with those over 50 eligible for a one-year extension. For serving government employees, an extended registration age limit of up to 60 years was included, while accidental insurance is available for individuals aged 18-70. Completed forms should be sent to the department, while those submitted via SCKs do not need additional submission.
Operational guidelines issued for CMLIS: CMLIS has also released its operational guidelines following an earlier notification from the Finance department.
In a press release, Add. Chief Secretary and Finance Commissioner Sentiyangla Imchen highlighted that, during the implementation of the scheme, all stakeholders have been advised to adhere to the following procedures.
Indigenous and permanent residents of Nagaland who were household breadwinners were eligible for CMLIS. Registrations shall be done via CMLIS web portal at https://cmlis.nagaland.gov.in/.
CMHIS cardholders could auto-register using their card number. Non-CMHIS rural residents can register through the NSRLM representative, while urban residents obtained and completed forms from the Area Administrative Officer. Forms for urban beneficiaries were available on the web portal, at Area Administrative Offices, or Swavalamban Connect Kendra Centres.
Application forms are downloaded or collected free of charge. Urban applicants, excluding CMHIS cardholders and government servants, followed specific procedures. Government servants without CMHIS cards or PIMS IDs may submit forms with details, and district-level officers verify and forward them.
Verification documents included Indigenous Inhabitant Certificates or PRCs issued after 2016 shall be eligible for registration. Urban beneficiaries could register in another district if certificates were verified.
CMHIS cardholders register themselves and their family members using their mobile number. In a household with multiple government employees, each can be registered as a breadwinner in the CMLIS portal by marking their details accordingly.
Joint families could register separately if individual families were related by marriage. For issues related to the scheme CMHIS Cell, Nagaland are to be contacted.
