Nagaland: DMC dismisses speculative allegations; welcomes complaints with facts and figures

Dimapur Municipal Council (DMC) has termed as “speculative and unwarranted” recent allegations in the media, that it was promoting syndicates and monopolies within the market.


According to DMC all ULBs in the state operate within the legal framework provided by the Nagaland Municipal Act, 2023, alongside the guidelines issued by the State Government, from time to time. It therefore assured public that there is no issue of “multiple taxations” or forceful collection of fees beyond the prescribed limits as alleged.


To allegations that there has been mushrooming of syndicates and illegitimate organizations during the past decades, DMC acknowledged that ULBs had not been constituted at that period. But after ULBs have been formed, DMC assured that all such collection would addressed at the appropriate level.


On procedure trade licenses and permits, DMC explained that all were meticulously reviewed and considered on merit and issued only when necessary and undertaken in the larger interest of the ULBs and public.


DMC reminded that the responsibilities of ULBs were extensive and diverse that encompassed a wide range of community service and maintenance of infrastructure. It assured that there was no instance of “forceful collection or charging rates higher than what has been prescribed.”


DMC also made it clear to public that no collection gates are being set up on highways and no taxes are being levied on GST items. It said all taxes comply with Section 124 of the Nagaland Municipal Act (NMA), 2023, with the goal of serving public interests rather than generating profit. DMC also emphasized that there was no issue of “multiple taxations.”


Responding to advice that ULBs should consult trade bodies over taxation etc, it reiterated that as statutory entities with legislative and executive powers, ULBs are not obligated to consult with external organizations on such matters, but added that such suggestions were welcome.


DMC said it encourages open dialogue with the community to ensure transparent and effective governance that benefits all residents and businesses of Dimapur.


The council urged upon anyone with grievances to approach the office directly, rather than turning to the press, which as this could only cause confusion and damage the reputation of the newly established urban local bodies (ULBs). DMC emphasized that public statements made without evidence can demoralize these newly formed bodies, which are still finding their footing.


DMC also noted that any concerns about unfair or illegal activities should be reported to the DMC or the relevant ULB to ensure timely resolution. DMC said the focus of ULBs in Nagaland, after two decades was on serving society responsibly, though it is a gradual process.


It also reminded public that trust was crucial in achieving common goals, and such allegations in the media based on rumors, should be refrained.


DMC reiterated that it stood committed to restoring systems and streamlining services after the decades of dormancy and appealed to all to cooperate and have patience while it seeks to address community needs. DMC said constructive dialogue and public support will be key to improving Dimapur for everyone.
