Penalties for improper disposal of waste
Deputy chairman of Kohima Municipal Council (KMC), Khrielievi Chusi on Saturday announced three new regulations to be implemented under its jurisdiction.
Under the new regulations which included registration of labour; monitoring of price of essential commodities and to ensure cleanliness in public places, KMC cautioned that fine will be imposed for improper waste management.
The fines will be imposed for improper disposal of waste Rs. 2,000; littering or non-segregation of waste-Rs. 1,000; absence of proper waste bins-Rs. 500 and unauthorized burning of waste- Rs.5,000.
Emphasising the need of keeping the city clean, Chusi cautioned that anyone not adhering to the guidelines will face penalties. He said without fines, there can be no discipline, and the people of the state needed to be educated on cleanliness.
Chusi said the decision to implement labor registration for all workers under its jurisdiction was to identify laborers.
He said the initiative was to ensure safety and accountability, and to know the backgrounds of workers.
He mentioned that, as a conservative society, the registration will help identify any porters with a criminal background or any other issue.
All registered porters will receive a token number, and those found working without will face penalties. Registration will commence from December 2, and uniforms will be distributed after the Hornbill Festival.
Chusi informed that a nominal fee will be charged for registration. KMC will also monitor the prices of vegetables and other market items, as people have been misled by inflated rates. Chusi informed that regulation of pries will be strictly enforced, and defaulters will be penalized.
Mentioning that development requires funding, he highlighted the need to raise public awareness about paying service taxes. He said “public must understand that, to maintain services, they also need to contribute financially”.
