State empowered to manage ‘Tideover’ foodgrain allocation under NFSA: F&CS

In a bid to safeguard food security across all States and Union Territories (UTs), the Central government has introduced a provision under the National Food Security Act (NFSA) that allows for an additional allocation of food grains, termed as ‘Tideover’ allocation.


According to director Food & Civil Supplies Chubawati Chang, this provision seeks to protect any shortfall in the average annual offtake of food grains under the normal Targeted Public Distribution System (TPDS) through additional allocations made available on payment basis.

F&CS said that the responsibility for implementing the ‘Tideover’ allocation lies primarily with State governments, which have been granted the discretion to avail the additional food grains depending on local needs or to forgo it entirely.


States are also empowered to choose their own distribution channels—through existing PDS outlets or alternate systems. Stockist-cum-Handling Agents, appointed by the State, are tasked with bearing the initial costs and managing logistics for intra-state movement of the food grains, the department said.

F&CS said that the ‘Tideover’ allocation is intended to serve as a temporary buffer to meet short-term food requirements—especially during natural disasters, seasonal shortages, or social unrest—without compromising long-term NFSA entitlements.


Responding to public concerns over the absence of beneficiary list, the department clarified that the ‘Tideover’ allocation is separate from regular NFSA-PDS entitlements and is distributed based on immediate needs without the use of ration cards.

As such, no beneficiary list was maintained. The cost of the food grains is recovered from recipients and deposited with the Food Corporation of India (FCI) to secure allocations for the following month, it added.


It further clarified that the state government does not incur any expenditure under the scheme nor receives financial assistance from the Central government for its implementation.


To bring greater structure and transparency, F&CS said that the state government has introduced new guidelines aimed at streamlining the scheme with stronger monitoring mechanisms.

As part of this effort, the department has initiated the enrollment of General Household (GHH) Ration Cards, which will enable eligible citizens—who are not covered under Priority Households (PHH) or Antyodaya Anna Yojana (AAY)—to avail benefits under the ‘Tideover’ scheme.


The department said that it was actively working to complete the GHH enrollment process and ensure early rollout of the initiative. Once finalized, the list of eligible beneficiaries will be made available to the public through the official State portal, it added.
