Manipur Gov assures resettlement of IDPs by December

Manipur Governor Ajay Kumar Balla on Thursday reiterated state government’s goal of closing all relief camps where ethnic violent induced displaced people were sheltering by the end of current year.
The Governor, during a meeting with representatives of IDPs today, gave a fresh assurance to ensure resettlement of the IDPs by December 2025, either in their original homes or in government-constructed temporary housing while reminding the government’s target of closing all relief camps by the end of the year.
The state administration under President’s Rule has set a December target to shut down all relief camps housing people displaced by the violent conflict between the Meitei and Kuki people that broke out on May 3, 2023.
The then state chief secretary PK Singh had told the media in July last that the state government had worked out a three-phase resettlement plan in consultation with the Centre, primarily the Union ministry of home affairs.
Singh had further said that the Centre, the state government and CSOs were working towards the resettlement of the internally displaced people while informing that with some of them having already started going back, the number of displaced, which was 62,000 in the beginning, is now about 57,000.
During Thursday’s meeting with the Governor at Imphal Raj Bhavan, the representatives of the IDPs apprised him (the Governor) of the challenges and grievances faced by them.
The delegation highlighted key concerns relating to road accessibility, resettlement in their respective homes, education, healthcare, and the provision of housing.
The Governor, after a patient hearing, assured them that these issues have already been taken up with the concerned authorities and that sustained efforts were being made to address them at the earliest, the Raj Bhavan said in a release.
The meeting was also attended by the commissioner (home) and the secretary to the Governor.
The Meitei-Kuki conflict that erupted on May 3, 2023 had displaced around 62, 000 persons.
A large number of IDPs have been at the relief camps.
Notably, recently IDPs who were set to return to their native places had expressed their disappointment to the amount the government offered to repair or reconstruct their partially or fully damaged houses for their resettlement after they were allowed to assess the conditions of their houses before resettlement.
The government, in a notification issued on June 5, 2025, offered Rs three lakh for rebuilding houses and Rs 75,000 per family for resettlement. The IDPs had contended for most of the houses it would not be possible to repair with the mere Rs 75,000 per family.
