DC Dimapur issues revised guidelines for Inner Line Permit

Deputy Commissioner Dimapur, Dr. Tinojongshi Chang, has issued revised guidelines for regulating the Inner Line Permit (ILP) in Dimapur, Chümoukedima, and Niuland.
The order categorises ILPs for various groups, including workers, teachers, priests, students, traders, dependents, and tourists.
For the floating population—such as shoppers, patients, and parents or relatives dropping students—permits will be issued free of cost for 30 days at designated counters.
DC, has issued a detailed notification revising the issuance and regulation of the Inner Line Permit (ILP) in Dimapur district, also covering Chümoukedima and Niuland. The new framework introduces specific categories, validity periods, and fee structures for workers, professionals, students, traders, dependents, and tourists.
Daily wage labourers and street vendors from adjoining towns and villages will be charged Rs.50 for a one-month permit or Rs.100 for six months short of a day. Transporters, including drivers and handymen, will pay Rs.50 for near routes and Rs.100 for longer ones. Agriculture labourers, masons, plumbers, electricians, artisans, and construction workers will be issued ILPs valid for 165 days at Rs.300, renewable subject to verification. Employers acting as guarantors can sponsor up to 100 workers, beyond which special approval is required.
Private sector employees in banks, LPG outlets, petroleum, industrial, and manufacturing units will receive one-year ILPs at Rs.1,000, renewable at Rs.500.
Teachers, priests, and nuns will be granted three-year permits at Rs.1,500, with renewals at Rs.1,000 for teachers and Rs.500 for clergy. Students are exempt from fees, with validity linked to course completion, up to five years. Non-teaching staff, domestic helpers, and drivers will require employer guarantors, with permits at Rs.1,000 per year and renewals at Rs.500.
Traders may obtain ILPs for 90 days at Rs.300 (renewable at Rs.150) or one year at Rs.1,000 (renewable at Rs.500), subject to local guarantors. Business partners will be eligible for three-year permits at Rs.5,000, renewable at Rs.3,000. Dependents of ILP holders will be charged half the category rate, while school-going children are exempted.
Tourist ILPs have been fixed at Rs.200 for domestic visitors and Rs.500 for foreigners, valid for 30 days, with foreigners also requiring valid PAP and visa documents.
The order mandates landlords renting to non-indigenous individuals to register tenant details with village councils or police. Hotels and homestays must also inform authorities about non-local guests. ILP checks will only be carried out by authorised agencies, with unauthorised fines declared punishable.
The notification, effective immediately, follows Cabinet decision No. CAB-1/14/2023 dated August 7, 2025.
