Nagaland becomes first Northeast state to adopt ULIP

Nagaland has become the first state in the North East region to integrate the Unified Logistics Interface Platform (ULIP), a digital initiative under the PM GatiShakti scheme. This was stated by Director of Industries & Commerce, P. Tokugha Sema during a state-level workshop organized by the Directorate of Industries & Commerce in collaboration with National Logistics Data Services Limited (NLDSL) at the Directorate office, Kohima on September 10.
P. Tokugha Sema, expressed gratitude to NLDSL for facilitating the workshop and highlighted ULIP’s potential to improve infrastructure utilization, inter-departmental coordination, and data-driven governance. He said the platform would reduce supply chain inefficiencies and enhance ease of doing business, particularly benefiting the transport of perishable goods, disaster response, and growth of the manufacturing sector.
Secretary, Industries & Commerce, Kumar Ramnikant, in his inaugural address, emphasized the importance of digital transformation and collaborative governance. He stated that ULIP, launched by Prime Minister Narendra Modi, would help address logistical challenges faced by producers and manufacturers in Nagaland. Ramnikant noted that ULIP and other IT and AI tools would expand market access for Naga organic farm products, handloom, and handicrafts, enabling direct connections between farmers and consumers without intermediaries.
He further highlighted the strategic relevance of the Act East Policy and the East Asia Highway, which could open international market opportunities for Nagaland, especially with neighboring countries like Myanmar. Ramnikant called upon startups to lead innovation and stressed that the vision of Viksit Bharat 2027 would be incomplete without a Viksit Nagaland.
Chief Operating Officer of NLDSL, Arvind Devaraj, presented an overview of ULIP, explaining that it is implemented by NICDC Logistics Data Services Ltd., a joint venture between NICDIT and Japan’s NEC Corporation. He said ULIP integrates data from various ministries to bring transparency, remove bottlenecks, and empower stakeholders across India’s logistics sector.
The technical session featured presentations by Devaraj and NLDSL Program Managers Vaibhav Singh and Ashutosh Shekhar. The event concluded with the signing of a Memorandum of Understanding (MoU) between NLDSL and the Government of Nagaland. Executive Engineer, Industries & Commerce, Er. Asenla Walling, delivered the vote of thanks. The workshop was attended by officials from various departments, startups, entrepreneurs, and other dignitaries.
