Synthetic athletic track in Dimapur nearing completion

The construction of the 400-metre synthetic athletic track at the Multi-Disciplinary Sports Complex (MDSC) Dimapur, sanctioned in 2017 at a cost of Rs.7 crore, is finally nearing completion after years of delay.
The project, implemented by the Manipur Industrial Development Corporation Ltd (MIDCL) under the Sports Authority of India (SAI) Khelo India scheme, began in 2019 with an initial completion target of 24 months.
Speaking to media here Thursday, MIDCL executive engineer W.K. Singh, who is overseeing the project, cited multiple factors for the delay, including the COVID-19 pandemic, administrative disruptions, and the recent unrest in Manipur that affected office operations and staff movement.
“The synthetic laying was completed in January 2025, and we are now finalizing the line markings. The track and field area will be ready for use within this month,” Singh said.
The facility includes an international-standard 400-metre track with areas for high jump, long jump, discus throw, javelin throw, hammer throw, and a steeplechase water zone—enabling it to host national and international athletic events.
The total project cost has been revised to Rs.8.43 crore, which includes fencing and site development. Of this, the department is still awaiting the release of Rs.1.43 crore from the Ministry of Youth Affairs and Sports.
“We took the initiative to complete the project in the public interest,” Singh added. A proposal for developing a natural grass football ground inside the complex has also been submitted to SAI, estimated at around Rs.55 lakh.
Once completed, the facility will be handed over to the Sports Authority of India, which will be responsible for its maintenance and management.
However, Singh expressed concern over the lack of response from SAI officials despite repeated communications for partial handover.
“We have informed the regional SAI office in Imphal, but no official has reported to the site so far. Until handover, we have engaged our own security personnel with assistance from the Zeliang Youth Organization, Dimapur,” he stated.
The engineer also appealed to local residents to help safeguard the newly completed infrastructure.
“By Monday, October 27, 2025, joggers and locals can use the track, but it’s essential for the community to protect and maintain this facility,” Singh urged.
