Nagaland Birla urges political parties to uphold dignity of legislatures

Lok Sabha Speaker Om Birla on Monday urged all political parties to uphold the dignity and sanctity of legislative institutions by ensuring their smooth and orderly functioning, stressing that democracy thrives only when debates and discussions take place in a disciplined and constructive manner.
Addressing a press conference on the sidelines of the 22nd Annual Conference of the Commonwealth Parliamentary Association (CPA) India Region, Zone–III, Birla cautioned that planned disruptions and disorderly conduct in the House undermine the spirit of democracy and deprive citizens of meaningful deliberations.
He said Parliament and State Legislatures were platforms for informed debate and collective decision-making, not for confrontation or obstruction.
Democracy, he added, provides ample space to raise issues and express concerns, but such expressions must remain within parliamentary decorum. Birla appealed to members across party lines to adopt dialogue and discussion to resolve differences.
Reiterating that the dignity of the House must be preserved at all times, he said disruptions amounted to a disservice to the people, who expect their representatives to articulate their aspirations through constructive engagement.
Birla highlighted the importance of Parliamentary Committees, describing them as “mini-parliaments” that enable detailed, non-partisan scrutiny of policies and legislation.
He called for greater participation of members to strengthen transparency, accountability and continuity in governance.
Referring to the Winter Session of Parliament beginning December 1, 2025, the Speaker urged all political parties to cooperate in ensuring smooth and productive proceedings, expressing hope for meaningful debates on issues of national importance.
Underscoring the need for transparent governance and welfare-oriented policymaking, Birla said legislatures must play an active role in accountability and in addressing issues of both local and national relevance.
He added that public trust in democratic institutions depends on discipline, dialogue and cooperation within legislative forums.
Birla is on a three-day visit to Nagaland to attend the CPA India Region Zone–III Conference hosted by the Nagaland Legislative Assembly, which brings together delegates from the Northeast to deliberate on strengthening legislative practices and promoting parliamentary cooperation.
