The protection of the indigenous people of the Naga Hills is a sacred covenant, a principle upheld since the British Raj through the Bengal Eastern Frontier Regulation (BEFR) of 1873 and enshrined in the soul of modern India via Article 371(A) of our Constitution. These legal fortifications, alongside the Nagaland Land & Revenue Regulation (NL&LR) Act, 1978, were designed to be an inviolable shield, protecting our land, our identity, and our future from exploitation and demographic erosion.
Today, this very covenant stands shattered, not by an external force, but by a conspiracy of fraud and corruption from within, masterminded by individuals like Shri Nirmal Jain and enabled by those sworn to protect us.
The Unmasking of an Empire Built on Fraud
I wish to place on record my full support for the Dimapur Naga Students Union (DNSU), which under the steadfast leadership of its President, Shri. Hinoto P Aomi, and his diligent team, has meticulously uncovered and documented a devastating truth. Their investigation has conclusively proven that Shri Nirmal Jain, a non-indigenous person, fabricated documents and obtained an Indigenous Certificate through deliberate fraud.
This fraudulent certificate was the master key he used to illegally acquire indigenous land and infiltrate the protected economic sphere of the Naga people. For decades, this individual has operated with impunity, exploiting our resources and amassing immense wealth through corruption and manipulation, ultimately building a business empire. He openly boasts of his connections, from bottom-to-top politicians and bureaucrats to even Naga national workers, using this web of influence as both a shield and a weapon.
A Deeper Conspiracy: The Looting of Nagaland and a Sinister Design
The activities of Shri Nirmal Jain transcend mere fraud; they represent a deep-seated, anti-Naga enterprise. His systematic accumulation of wealth raises the critical question: How much of our state’s developmental fund has he siphoned off, and who in the government machinery helped him do it? The people of Nagaland have a right to know who the traitors are that facilitated the looting of our future.
His objective appears to be a master plan to undermine the indigenous identity of Nagaland, to make our land the next Tripura, where the original inhabitants were reduced to a minority in their own homeland. He is an agent of anti-democratic forces, flexing his money power to intimidate and subjugate the next generation of Naga leaders.
A Citizen’s Appeal for a Sovereign Investigation
As a concerned citizen, the evidence presented by the DNSU is undeniable. Given the profound gravity of this case—where the Naga public has been looted in open daylight, and the very laws designed for our protection have been weaponized against us—a standard investigation is utterly insufficient. The brazen nature of this fraud and the high-level connections flaunted by the accused demand an inquiry of the highest order, one that operates with absolute autonomy and authority.
Therefore, I demand on behalf of the Naga people the immediate constitution of a High-Powered Inquiry Team, headed by an officer not less than the rank of Inspector General of Police (IGP) or, preferably, a Judicial Committee headed by a retired Judge of the High Court. This is imperative because the investigation into his entire business empire, financial transactions, and political involvement must be conducted by a power that cannot be influenced, threatened, or compromised.
Only a probe of this caliber can follow the money, expose the entire network, and deliver the justice that the people of Nagaland demand and deserve.
My Call to Fellow Citizens and the Government
I call upon my fellow Naga brothers and sisters to rally behind this cause. Our collective voice is our greatest strength. We must stand united and declare that the exploitation of our land and the subversion of our laws will no longer be tolerated.
I warn the present government: the day of the government giving complacent treatment to this existential issue is over. The Naga people are watching, and we will not sit idle. Our silence should not be mistaken for weakness.
Therefore, I call upon the state leadership to give top priority to this issue and take the following immediate actions:
- Immediate Prosecution: Book Shri Nirmal Jain under the full extent of the law for forgery, cheating, criminal conspiracy, and sedition for his anti-Naga activities, alongside the stringent provisions of the BEFR, 1873, and the Nagaland Land & Revenue Regulation Act, 1978.
- Immediate Seizure of Illegally Acquired Assets: All land and property acquired by him using the fraudulent certificate must be seized and restored to the indigenous community.
- High-Level Investigation: Constitute the IGP-led or, preferably, Judicial Committee headed by a retired High Court Judge to unravel the entire network and recover looted public funds.
- Zero-Tolerance Purge: All individuals, regardless of their position or political connections, must be investigated and brought to justice with zero tolerance for corruption.
The future of Nagaland is in the balance. It is our duty to defend it for the generations to come.
The time for silence is over. The time for action is now. Let us unite to defend our land, our rights, and our future. Our collective voice will be the catalyst for justice.
