Nagaland State govt sets up quota review panel

State government on Thursday announced the setting up of a Reservation Review Commission (RRC) to examine and submit a report on reservation policy in government employment and technical and professional courses in higher education.
In a notification, chief secretary Sentiyanger Imchen stated that the commission has been asked to make recommendations for a suitable policy governing equitable representation of various tribes of the State. The commission would be headed by R. Ramakrishnan, IAS (Rtd.) as chairman with AHoD of P&AR department as member secretary and AHoD of home department/home commissioner, AHoD of law & justice and AHoD of higher and technical education department as members.
The commission has been granted the powers to access all government records and documents that the commission feel relevant to the discharge of its duties. The commission would also have the power to call any government official/department to brief the commission on issues relating to the terms of reference of the Commission. The terms of reference of the commission others include examining the constitutional and statutory provisions governing reservations in government employment and in technical and professional courses in higher education in the central and various relevant state governments.
It would critically examine the educational and economic parameters that were being applied for determining the criteria for reservation.
It would examine the existing Reservation Policy in the State and its impact on representation of various categories in government employment and in technical and professional courses.
The commission has been tasked to hold comprehensive consultations with representatives of Apex Tribal bodies, and other stakeholders including students, employees’ associations and the like on the equitable application of the reservation policy.
Further, RRC would examine the implementation and monitoring mechanism of the Reservation Policy, identify gaps and suggest suitable measures including appropriate technology interventions to make the mechanism robust, error free and fool proof.
The commission would make recommendations, based on the terms of reference for the consideration of the Government.
The commission would submit its report within six months.
