The All Nagaland Fair Price Shop Association (ANFPSA) has submitted a representation to the chief minister seeking intervention on various grievances faced by FPS dealers across the state.
According to ANFPSA president V. Phushika Aomi and general secretary Meripeni Lotha, the issues were resolved at its State Working Committee meeting held on November 22, 2025, attended by representatives from 15 district FPS unions.
The association highlighted non-receipt of transportation and handling commission, stating that FPS dealers, who operate voluntarily without salary or allowances, were facing severe financial hardship. It also objected to unexplained high percentage deductions during payment and demanded immediate release of pending bills.
On operational guidelines, ANFPSA called for uniformity in rural and urban sectors for both offline and online FPS operations. It said issuing rice once in two or three months in some districts raised concerns when EPoS records were used for carried balance and billing.
The association sought a minimum 25-day allotment period for beneficiaries to collect rations, installation of weight bridges in all districts, and accurate net-weight delivery of rice from PDCs.
It also expressed concern over non-identification of tide-over rice beneficiaries and pending conversion to GHH cards, urging that tide-over or GHH rice be issued through FPS outlets against surrender of ineligible AAY/PHH beneficiaries.
ANFPSA termed the reported deduction of 10 kg per AAY beneficiary in Mokokchung as arbitrary and unacceptable. It also flagged non-receipt of allocations by several beneficiaries despite their names appearing on ration cards, and irregular supply of dal and sugar.
The association further stated that OMSS shop locations and government-prescribed rates should be made known to the public.
The House resolved that if the department insisted on carrying forward the carried balance without addressing the issues, FPS dealers would be constrained from downloading truck chits and distributing rice in the coming months.
The association urged the chief minister to direct immediate release of all pending bills and initiate corrective measures for smooth and transparent PDS operations.
