India, Russia call for ‘uncompromising’ global fight against terrorism

NEW DELHI, DEC 5 (PTI)

India and Russia on Friday called for an “uncompromising” global fight against terrorism, free from “hidden agendas and double standards,” as Prime Minister Narendra Modi said terrorism is a direct assault on the values of humanity.
During the 23rd India–Russia annual summit, Modi and Russian President Vladimir Putin condemned the terror attacks in Jammu and Kashmir’s Pahalgam and Moscow’s Crocus City Hall, reiterating the need for a “zero-tolerance” policy on terrorism. The two leaders affirmed their commitment to counter terrorism in all forms, including cross-border movement of terrorists and terror financing.
Modi said India and Russia had long fought terrorism “shoulder-to-shoulder,” adding that the root cause of attacks in both countries remained the same. He said global unity was essential to combat the threat effectively. A joint statement said both leaders “unequivocally condemned” all acts of terrorism, regardless of motivation, and called for coordinated actions against all UN-listed terrorist groups, including Al Qaeda and ISIS/Daesh. They urged the elimination of terror safe havens, disruption of financing channels, and prevention of cross-border movement of terrorists.
The statement emphasised strict implementation of UN Security Council and General Assembly resolutions, as well as the Global Counter-Terrorism Strategy. It highlighted the responsibility of states to combat terrorism and renewed the call for early adoption of the Comprehensive Convention on International Terrorism.
Both sides expressed concern over the misuse of emerging technologies—including drones, social media platforms, digital payment methods and fundraising tools—by terrorist organisations. They agreed to strengthen cooperation to counter online radicalisation and extremist ideology.
On Afghanistan, India and Russia noted close coordination and underlined the importance of the Moscow Format meetings. They welcomed efforts against groups such as ISIS and ISKP, and stressed the need for urgent and uninterrupted humanitarian assistance for the Afghan people.
