The Manipur government has issued a stern warning against anti-social elements following threats to participants of the recently concluded Manipur Sangai Festival 2025. The government cautioned that any attempt to intimidate or endanger citizens would be treated as an act against the state and its people.
In a release signed by Chief Secretary Dr. Puneet Kumar Goel, the government stated that certain organizations were attempting to disrupt peace by threatening law-abiding citizens. “No individual, group or organization—whether proscribed or otherwise—has authority to issue decrees, impose punishments or restrict lawful cultural, economic or artistic activities in Manipur,” the statement read. It further warned that anyone found involved in issuing threats or disturbing peaceful coexistence would be prosecuted strictly under the law. The government urged the public to report any instance of threat, extortion, coercion, or suspicious activity to the nearest police station, assuring prompt punitive action on credible reports. It reminded citizens of the anti-extortion cell established under the Home Department and reiterated its commitment to safeguard the people of the state. “It is an earnest appeal to the citizens to stand united against unlawful elements and cooperate in the initiatives of the state government towards maintaining peace, harmony and public order,” the release added.
The warning came in response to threats issued by “G-5,” a conglomerate of five banned armed outfits—KCP, KYKL, PREPAK, PREPAK (Pro), and the Koireng-led UNLF—against artists, business enterprises, professionals, stall owners, and individuals who participated in the Sangai Festival. The outfits had described the participants as “reactionary.” In follow-up action, Manipur Police registered five cases across Imphal West, Imphal East, Bishnupur, Thoubal, and Kakching districts. Three cadres of PREPAK, a constituent of G-5, were arrested on December 4, according to the police’s daily law and order update.
The Sangai Festival, a 10-day tourism event, was held amid boycotts and protests by civil society organizations and internally displaced persons. Despite the challenges, the festival showcased Manipur’s cultural heritage and artistic talent. Meanwhile, a faction of the proscribed Kangleipak Communist Party (KCP-PWG-MC Unification) issued another threat, imposing a two-year ban on popular actor-singer Hamom Sadananda for his participation in the festival.
The group also summoned leaders of the 7 Sister Foundation, AMIK, and Film Forum Manipur for similar involvement.
Authorities have assured strict action against any attempt to disrupt cultural activities and reaffirmed their resolve to protect the lives and properties of citizens.
