Union minister of state for housing and urban affairs Tokhan Sahu on Saturday claimed that Prime Minister Narendra Modi has changed the outlook of the North-east states.
The Union minister who arrived in Imphal on Saturday on an official tour in Manipur chaired a review meeting of ongoing schemes being implemented in the state under his ministry (ministry of housing and urban affairs) at the conference hall of Old Secretariat, Imphal.
It was followed by a departmental review meeting of the Central Public Works Department (CPWD), Housing and Urban Development Corporation Limited (HUDCO), and National Buildings Construction Corporation (India) Limited (NBCC).
While reviewing the progress of the schemes, the Union minister claimed that the Prime Minister has changed the outlook of the north-east states.
He stressed the need for the state government to go hand in hand with the Central government for the progress of the state.
Saying that the overall presentation regarding the implementation of the Central sponsored schemes was satisfactory, the Sahu appealed to the officials to report on the matters relating to issues and challenges that are hindering the progress in implementation of the schemes, state DIPR said, in a release.
The Union minister further said that the schemes should be properly implemented and completed in the given time frame even though some exceptions were required. He asked the officials to give written statements regarding the schemes that need attention while implementing in the state.
Regarding the delay in completion of Pradhan Mantri Awas Yojana PMAY(U) 1.0, the Union minister said demands can be made to the concerned ministry for proper implementation of the schemes as PMAY(U) 2.0 has already been implemented.
Earlier, while presenting the implementation status of the PMAY(U), the state officials reported that only the Beneficiary-led Construction (BLC) component was implemented in the state.
Delay in completion of PMAY-U 1.0, launched on June 25, 2015, was due to the issues and challenges comprising high cost of construction which affects beneficiary contribution leading to delay in completion.
The officials suggested that Management Information System (MIS) may be integrated in fund disbursal portal for timely update of information and on boarding of ULBs/IAs into the SNA SPARSH Model.
PMAY-U 2.0 launched in September 2024 will be implemented for the next five years, they committed.
During the meetings, officials of the pertinent departments of the state government implementing various central sponsored flagship programmes tabled status and progress reports of the ongoing schemes.
While reviewing the progress of the Imphal Smart City Mission, the state officials tabled detailed accounts of 21 numbers of completed projects and four ongoing projects. The officials said that the issues and challenges like the challenging security situation that has persisted in the state over the past three years, compounded by unprecedented flooding for two consecutive years hindered timely completion of projects and sought for time extension till September 2026.
On the implementation of the Prime Minister’s Street Vendor’s AtmaNirbhar Nidhi (PM-SVANidhi) scheme, the Union minister was informed that under the scheme collateral-free working capital loans were provided to street vendors to strengthen their economic resilience. At the first implementation, the scheme was implemented successfully but lack of markets was the main reason for decrease in the later stages, the officials informed the Union minister.
The Union minister further chaired another departmental review of the completed and ongoing works of Central Public Works Department (CPWD), Housing and Urban Development Corporation Limited (HUDCO), and National Buildings Construction Corporation (India) Limited (NBCC).
Top officials of the state government like Commissioner (RD&PR) Sumant Singh, additional secretary MAHUD Sarath Chandra Aroju and concerned officials of the Central sponsored schemes attended the meeting.
Later, the Union minister inspected the implementation of Nongpok Torban Development Project taken up under Imphal Smart City Mission and had a brief discussion with the Governor regarding the way forward in the urban development sector.
