National People’s Youth Front (NPYF), youth wing of NPP, has expressed grave concern over the continued operation of alleged illegal toll gates and collection of unauthorised taxes by certain town councils, particularly Dimapur Municipal Council and East Dimapur Town Council, despite a standing government ban.
In a press statement, NPYF said that although the Home department had imposed a blanket ban on toll tax collection on May 19, 2022, reports indicated that toll gates at Purana Bazar, Kevijau Thaheku and Burma Camp areas were still collecting fees from vehicles.
It claimed that the collections, often termed as “utility fees”, ranged from Rs. 50 for small rickshaws to Rs. 250 for heavy trucks.
NPYF pointed out that a directive from the Municipal Affairs Department in September 2025 had reiterated that levying toll tax was “not permissible” due to the ongoing ban. It termed the continued operation of the toll gates as defiance of government authority and the rule of law.
The youth wing also alleged that goods already covered under GST were being subjected to double taxation at the gates. It further questioned the lack of accountability and sought clarification on the utilisation of the collected “utility fees”.
Describing the alleged unauthorised collections as an economic burden on citizens and business community, NPYF said those involved were liable for prosecution under Sections 188 and 384 of the IPC, as per the 2022 government notification.
NPYF demanded immediate closure of all such toll gates, initiation of legal proceedings against those responsible, and transparency from the authorities. It urged the district administration and Home department to act swiftly to uphold government directives and restore public confidence.
