Senior officials and field-level functionaries from Nagaland and Mizoram are attending a five-day joint management training programme on “Public Policy & Process Re-engineering” for officers of the Government of Nagaland, and a Leadership Development Programme for Village Councils under the Rural Development & Administration Department, Government of Mizoram, at the Indian Institute of Management (IIM), Shillong. The programme, which commenced on February 23, is organised by Dr. APJ Abdul Kalam Centre for Policy Research and Analysis, IIM Shillong.
The training for Nagaland officers is being conducted by the P&AR Department in collaboration with the Administrative Training Institute (ATI), Government of Nagaland. Its primary objective is to strengthen the role of government officers in achieving citizen-centric governance, improving service delivery, and enhancing efficiency in administration.
Planning Adviser, North Eastern Council (NEC), Som Kamei, graced the inaugural session as chief guest. In his address, he underscored the NEC’s role in promoting planned and sustainable development in the region through capacity building and institutional strengthening.
He stressed the need for outcome-oriented governance, data-driven decision-making, and citizen-centric service delivery as pillars for building public trust, urging participants to act as change leaders capable of translating policy into measurable outcomes.
Guests of honour included Kupeusing Meru, ARC, Nagaland House, Shillong, and John Lalnunsanga, State Programme Manager, RGSA, Mizoram. Both appreciated IIM Shillong’s initiative in designing contextually relevant training programmes to strengthen administrative efficiency, participatory governance, and grassroots development.
In her inaugural address, Prof. Nalini Prava Tripathy, director (I/c), IIM Shillong, highlighted the importance of continuous capacity building and deeper understanding of policy, governance and leadership to enhance the effectiveness of public institutions. She reaffirmed the Institute’s commitment to supporting developmental priorities of the North Eastern Region.
Earlier, Sanjeev Ningombam outlined the objectives of the two programmes, emphasising competencies in grassroots planning, public policy design, process re-engineering, digital governance, and data-driven administration.
Sessions will cover topics including leadership in public administration, project management, Indian economy in global context, change management, fiscal and monetary policy, grassroots implementation of public policy, sustainable rural development, and incorporating SDGs in village-level planning.
The five-day programme brings together senior officials and field-level functionaries from Nagaland and Mizoram, providing a platform for cross-learning, experience sharing, and collaborative engagement aimed at strengthening governance systems across the North Eastern Region.
