Against the backdrop of the ongoing agitation by mainstreamed Sarva Shiksha Abhiyan (SSA) and Rashtriya Madhyamik Shiksha Abhiyan (RMSA) teachers of 2010 and 2013 batches, Department of School Education (DoSE) has issued a clarification regarding their salary.
DoSE explained that these teachers were initially appointed against posts created under Centrally Sponsored Schemes (CSS) of SSA and RMSA, with their salaries drawn from funds sanctioned by the Centre.
However, since the recruitment advertisements and appointment orders did not specify that the posts were on CSS terms, DoSE said the teachers demanded mainstreaming into the State School Education Cadre.
After due consideration– including open recruitment with clearance from Personnel & Administrative Reforms (P&AR) and Finance Departments, and approval by the Cabinet, DoSE said a total of 2,293 teachers who met the criteria under Nagaland School Education Service Rules, 2017, were mainstreamed into the State Cadre on September 2, 2022.
The department stated that these mainstreamed teachers were now drawing salaries under the latest Revision of Pay (7th ROP), along with scale pay and other entitlements, and were governed by the same rules and instructions applicable to regular State Government employees.
DoSE noted that the teachers’ core demand was for their salaries to be drawn from the State Account Head under the Non-Plan Budget.
It said representations on this issue have been received and forwarded to the concerned authorities.
In this regard, the department said the adviser for school education, along with officers from Samagra Shiksha, the school education department, and the finance department, held consultations with the teachers’ representatives on June 3, 2025, to discuss their concerns.
The department reiterated that while the state government was making every effort to ensure timely salary release and adequate budget provision, it was not within the prerogative of State employees to determine the specific Budget Head of Account from which their salaries were drawn.
Appealing to the agitating teachers to resume duties, DoSE assured that the matter remained under active consideration and that all possible steps were being taken to address their grievances.
