The 7th session of the 12th Manipur Legislative Assembly resumed Monday with chief minister Yumnam Khemchand Singh presenting the state budget estimates for 2026–27.
Presenting the budget estimates for 2026–27, Singh announced a total expenditure of Rs. 30,356 crore. Of this, revenue expenditure is pegged at Rs. 19,807 crore, while capital outlay stands at Rs. 4,716 crore.
The chief minister highlighted that the state’s own revenue collection is on a strong growth trajectory, projected to rise by over 38% within two years. Collections are expected to increase from Rs. 2,087 crore in 2024–25 to Rs. 2,887 crore in 2026–27.
A new women empowerment scheme through Self Help Groups (SHGs) was announced, targeting 3.5 lakh beneficiaries with Rs 10,000 each in the first year via DBT. Rs 350 crore has been earmarked.
The CM highlighted a special package of Rs 2,198 crore from the Centre for loan pre-payment, security expenditure, paramilitary deployment and rehabilitation of IDPs. Fiscal deficit is pegged at 2.07% of GSDP, with debt projected at 39% of GSDP. Singh said the figures reflect improved fiscal management and a positive outlook for the state economy, even as the government prioritizes rehabilitation of displaced families, women empowerment and connectivity.
Meanwhile, in a significant development, six of the nine sitting Kuki MLAs, including deputy chief minister Nemcha Kipgen, joined the proceedings through video conferencing. On February 5, only three had attended virtually. The Assembly originally had 10 Kuki members, reduced to nine following the demise of BJP MLA Vungzagin Valte on February 20.
Apart from Kipgen, those present online were LM Khaute (Churachandpur), Letzamang Haokip (Henglep), Ngursanglur Sanate (Tipaimukh), Kimneo Haokip Hansing (Saikul) and Haokholet Kipgen (Saitu). LM Khaute even participated in the obituary reference debate. Three MLAs—Letpao Haokip, Paolienlal Haokip and Chinlunthang—remained absent, with Letpao citing illness.
The Speaker permitted video participation, with live attendance displayed on a screen inside the House. Both CM Khemchand Singh and Speaker Thokchom Satyabrata termed the development a positive step towards normalization. The House also discussed the Governor’s address, with a motion of thanks moved by home minister Konthoujam Govindas Singh and adopted unanimously.
