Nagaland National Pension System Government Service Employees Forum (NNPSGSEF) has expressed deep anguish over the state government’s continued inaction on its long-pending demand for restoration of the old pension scheme (OPS) under the Central Civil Services (Pension) Rules, 1972 (now 2021).
In a press release, the forum warned that if the government failed to respond positively, NPS-covered employees would be forced to launch democratic protests to press for their legitimate rights.
The forum recalled that NNPSGSEF was formed in 2022 and repeatedly highlighted the grievances of employees under the National Pension System (NPS).
It said NPS was a market-linked scheme with no guaranteed returns or assured financial security after retirement.
In contrast, the forum said employees appointed before January 1, 2010, continued to enjoy the benefits and dignity of the OPS. The forum also pointed out that both OPS and NPS employees performed the same duties and responsibilities, yet there was a stark disparity in post-retirement benefits.
It stressed the principle of “equal pay for equal work” and noted that pension was a vested right, not charity, as observed by the Supreme Court.
Despite submitting multiple representations to the chief secretary and organising peaceful agitations, dharnas, rallies, campaigns, and a state convention, the forum said there had been no official response from the government till date.
It said that prolonged silence has created uncertainty and dissatisfaction among NPS subscribers who have served the state for years and now seek clarity on their long-term financial security.
NNPSGSEF has, therefore, urged the state government to deliberate on the issue during the upcoming 14th Nagaland Legislative Assembly (8th Session, Phase II), beginning March 26, 2026, and provide a clear response along with appropriate measures to ensure uniformity and justice for all employees.
It reiterated its request for the government to address the genuine concerns of NPS employees at the earliest. “In the event of continued silence on this matter, employees covered under the National Pension System may be constrained to pursue alternative forms of democratic protest to assert its genuine and legitimate rights,” the forum cautioned.
