A one-day workshop on “Institutionalizing Capacity Building: From Training to Performance Linked Governance” was held at the Administrative Training Institute (ATI), Nagaland, on May 2.
According to DIPR report, delivering the keynote address, Additional Chief Secretary (Agriculture), APC & Director General of ATI, V. Shashank Shekhar, underscored the need for governance to be practical and citizen-centric, stressing that good governance must translate into tangible outcomes rather than remain at the level of deliberation.
Organised in collaboration with the Personnel & Administrative Reforms (P&AR) Department and the Capacity Building Commission (CBC), the workshop brought together Additional Heads of Departments (AHoDs) and Heads of Departments (HoDs) from 16 state departments. It engaged departments forming part of the State Training Council and Apex Training Committee, as well as those running their own training institutions.
Participants provided structured feedback on key themes including a unified framework for role-focused and performance-linked capacity building, strengthening of training institutions, harnessing artificial intelligence and technology for personalised learning, and re-examining cadre training in states. The feedback will be compiled into a State Recommendation Report to be presented at the National Departmental Summit at LBSNAA, Mussoorie, on May 15–16, 2026, chaired by the Minister of State, Ministry of Personnel, Government of India.
The inaugural session was chaired by Weku Zhiemi, Under Secretary P&AR. An overview of the State Capacity Building Architecture was presented by Livitoli Sukhalu, Deputy Secretary P&AR, who also moderated the discussions. Representatives from CBC, Government of India, including advisor Ranu Mukherjee and state coordinator Maibam Warish (Meghalaya, Manipur and Nagaland), participated and interacted with attendees.
