DIMAPUR: A National Departmental Summit on “Institutionalising Capacity Building: From Training to Performance Linked Governance” was attended virtually from the Chief Secretary’s Conference Hall, Nagaland Civil Secretariat, Kohima, on May 15.
Union Minister of State for the Department of Personnel and Training (DoPT), Jitendra Singh, attended the summit as the chief guest. Chairperson of the Capacity Building Commission (CBC), S. Radha Chauhan, delivered the special address, while the programme was chaired by secretary, Ministry of Personnel, Government of India Rachna Shah.
According to a DIPR report, the summit was organised by Ministry of Personnel, Government of India and Capacity Building Commission (CBC), Government of India. The Summit was attended by senior officials of ATIs (Administrative Training Institutes) and CTIs (Central Training Institutes), State representatives from General Administrative Department, Karmayogi Bharat and various other entities.
Deliberations during the summit focused on four major themes — unified framework for role-focused and performance-linked capacity building, strengthening training institutions, leveraging artificial intelligence and technology for hyper-personalised learning, and reimagining cadre training aligned with Capacity Building Programmes (CBPs). The summit marked the culmination of a series of state-level workshops conducted across the country on the above themes, the recommendations of which were submitted to the Capacity Building Commission.
During the discussions, emphasis was laid on strengthening citizen-centric governance, enhancing administrative efficiency, promoting digital initiatives, and sharing best practices among states and institutions. Participating officials also deliberated on emerging governance challenges and collaborative approaches for effective policy implementation and service delivery.
The programme was attended online by V. Shashank Shekar, additional chief secretary, Agriculture Department and APC and director general of Administrative Training Institute, Nagaland along with other officers from Personnel & Administrative Reforms (P& AR) Department, Government of Nagaland including Bendanglila, additional director, ATI, Kaholi, joint director, ATI ,Km Imlibenla Jamir deputy director ATI, Peter Konyak, Lect. IT, ATI and Km Limakumla Under Secretary, P&AR Department.
