NRMSATA-2016 seeks enforcement of court verdict

DIMAPUR, JUN 4 (NPN): Nagaland RMSA Teachers Association (NRMSATA-2016) has urged the state government to immediately implement the scale pay approved by the courts, release pending arrears and disburse salaries withheld since April, alleging undue delay despite the matter having attained finality before the Supreme Court.
In a press release, the association expressed concern over the continued delay in extending benefits due to RMSA 2016 batch teachers despite the dismissal of the state’s legal challenges. NRMSATA-2016 recalled that the Gauhati High Court had directed the government to grant scale pay applicable to similarly placed teachers.
The state subsequently challenged the judgment before the Supreme Court through a Special Leave Petition (SLP), which was dismissed. A review petition filed by the government was also dismissed on January 15, 2026, bringing the litigation to a close and affirming the teachers’ entitlement to the court-ordered benefits.
While acknowledging that certain administrative formalities may be required, the association said the prolonged delay in implementing the judgment had caused hardship and uncertainty among teachers who had waited years for resolution of the issue.
It said the situation had been worsened by the non-release of salaries since April, placing many teachers and their families under severe financial strain and affecting their ability to meet household, educational and medical expenses.
Citing Article 141 of the Constitution, NRMSATA-2016 noted that Supreme Court rulings are binding on all authorities, including state governments, and argued that compliance with the final judgment was a constitutional obligation.
The association claimed the proposal had already cleared departmental procedures and legal vetting, and questioned its continued pendency at the Cabinet level. It therefore urged the government to grant the mandated scale pay, release arrears and ensure prompt disbursement of pending salaries without further delay.
