NTC urges PM to implement Naga agreements

DIMAPUR, JUL 8 (NPN): Nagaland Tribes Council (NTC), comprising all the tribes of Nagaland, including those of from ENPO region, has submitted a representation to Prime Minister Narendra Modi through the Nagaland Governor, urging the Centre to implement the already agreed and signed Indo-Naga political agreements at the earliest.
In the representation, NTC president C. Pankathung Lotha and general secretary C. Onen Walling said it had been 29 years since peace was signed between Naga political groups and Government of India to pave the way for a final political solution.
The council said the NSCN (I-M) and the Government of India signed the Framework Agreement on August 3, 2015, while the Working Committee of the NNPGs and the Centre signed the Agreed Position on November 17, 2017.
NTC said what remained was to combine the agreements and implement them, which it said was the expectation of the Naga public.
It also recalled that the Prime Minister and the Government of India had promised to deliver a final political solution within 18 months and had declared that the longest political struggle in the North East had been resolved.
The council stated that as no Naga political group had officially withdrawn from the agreements, they were bound to accept their implementation.
It further said that despite its hesitation, the state government had expressed willingness to accept the political agreements signed between Government of India and the two Naga political groups.
Nagaland Tribes Council also recalled that then Governor and interlocutor R.N. Ravi had informed the Nagaland Legislative Assembly on October 31, 2019, that all talks and negotiations on the Indo-Naga political issue had been completed and officially concluded.
The council said it was now the obligation and responsibility of the Government of India to settle the nearly 100-year-old Indo-Naga political issue without further delay, stating that the prolonged stalemate had adversely affected the state’s economy, infrastructure, education, development and employment.
It further alleged that overground and underground Naga politicians had neglected the state in order to remain in political power, resulting in public frustration over the prolonged political stalemate.
NTC alleged that the overall political, economic and social situation in Nagaland had almost collapsed, with no authority or party willing to take responsibility. It further alleged that the Indo-Naga political issue had become a “pure commercial thing” for “so-called politicians” and claimed that the opposition-less state government had reduced the state into a “political mafia’s land”, with the public having lost complete confidence in it except for some amount of cash handouts.
The council further claimed that the situation in Nagaland was volatile and warned that political violence similar to Manipur could erupt if the issue remained unresolved.
Therefore, NTC appealed to the Government of India to expedite the implementation of the Indo-Naga political agreements reached 11 years ago on behalf of the ordinary Naga public.
NTC said that if the appeal was ignored and any untoward incident took place, the Government of India under the Prime Minister’s leadership would be held responsible. It added that in such a political scenario, the Nagas would prefer to uphold the nearly century-old demand to “leave the Nagas alone”, as articulated by Naga leaders in their representation to the Simon Commission at Kohima in 1929.
NTC said the Nagas still preferred the demand if the Government of India did not address what it described as the prevailing political situation in Nagaland. It expressed hope that the Government of India would implement the Indo-Naga political agreements in the interest and welfare of the Naga people.
