Transport deptt orders strict enforcement of HSRP norms

DIMAPUR, JUL 10 (NPN): State transport department has directed strict implementation of High Security Registration Plates (HSRPs) on motor vehicles across the state in compliance with a Supreme Court order and a Ministry of Road Transport and Highways (MoRTH) advisory.
In a notification, the department said the Supreme Court, in its order dated December 13, 2023, had directed strict compliance with HSRP provisions. Subsequently, it said the MoRTH, through an advisory dated January 7, 2026, reiterated the directive and clarified that HSRPs must be procured only from licence plate manufacturers or dealers approved by the state government and holding valid type approval from the Central Road Research Institute (CRRI), New Delhi, or any agency authorised under Rule 126 of the Central Motor Vehicles Rules, 1989.
All registering authorities and enforcement personnel have been instructed to ensure strict adherence to the Supreme Court order and the MoRTH advisory.
The department further directed authorised HSRP dealers not to manufacture or affix plates on vehicles without obtaining authorisation from the registering authority and making necessary entries in the VAHAN database.
It warned that defaulting vehicle owners and HSRP manufacturers would be liable for penalties under the relevant provisions of the Motor Vehicles Act, 1988.
