UCF appeals to Northeast MPs over proposed FCRA amendments

DIMAPUR, JUL 21 (NPN): United Christian Forum (UCF) has appealed to the Members of Parliament from the Northeast to intervene in the proposed Foreign Contribution (Regulation) Amendment Bill, 2026 and urge the Centre to “stop passing such a draconian law that would block natural justice to its law-abiding citizens. “
In a letter addressed to MPs from the region, UCF spokesperson for Northeast India, Toko Teki, said India has a long tradition of voluntary and faith-based service, with charitable institutions complementing the State in education, healthcare and social welfare.
Acknowledging the government’s intent to strengthen regulatory oversight, UCF has, however, said that the proposed amendments raised serious concerns over constitutional balance, civil society freedoms and the future of charitable service in the country. The forum urged MPs to seek referral of the Bill to a Parliamentary Standing Committee for wider consultation and ensure that administrative lapses do not attract disproportionate penalties such as asset seizure. UCF also called for safeguards to uphold due process and judicial oversight, protection of the autonomy of charitable, educational and faith-based institutions, and a regulatory framework based on transparency, proportionality and trust.
Further, the forum demanded establishment of an independent appellate authority to ensure impartial adjudication and effective redressal of grievances. Stating that India’s strength lay in its pluralism, compassion and spirit of service, UCF maintained that laws governing charitable activities should safeguard those values and enable, rather than hinder, the work of civil society organisations.
