Govt sets up Working Group on manpower rationalisation

DIMAPUR: Government of Nagaland has constituted a special Working Group on Comprehensive Manpower Rationalisation under the State Level Committee on Expenditure Rationalisation and Revenue Mobilisation (SLC ERRM).
According to DIPR report, the notification was issued by Finance Commissioner Kesonyu Yhome, following a Cabinet decision taken on June 6, 2026.
The newly formed team will be headed by Akunu Meyase, secretary to the Government of Nagaland, as chairperson, with Abeinuo Jasmine Ashao, under secretary, Finance Department, as member secretary.
Other members include Vechotsiyi Neinu and Thejangulie from the Finance Department, Celine Asino Kulnu from the Law & Justice Department, and Phajathung Ovung, JSO, P&AR Department.
The Working Group has been tasked to review staffing patterns across all government departments, including sanctioned posts, incumbents, and vacancies. It will identify overlapping or redundant positions and recommend measures for rationalisation. The group will also examine office structures, propose guidelines for creation and upgradation of posts, and assess the impact of technology and computerisation on manpower requirements. Suggestions for skill enhancement and multi tasking among existing employees will also form part of the study.
The committee has been given a timeline of three months to complete its review and submit the final report to the Finance Department.
Meanwhile, temporary measures have been enforced to check expenditure. Departments have been barred from creating new posts without Cabinet approval in exceptional cases. Proposals to fill vacancies must first be vetted by the Manpower Rationalisation Committee and the SLC ERRM before reaching the Cabinet. Expansion of staff strength will require prior clearance from the Finance Department.
All government departments, boards, corporations and state run undertakings have been directed to extend full cooperation and furnish detailed staff information to the Working Group to ensure smooth execution of the exercise.
