Framework Agreement only basis for solution: Tuccu

DIMAPUR, AUG 3 (NPN): NSCN (I-M) chairman Q. Tuccu on Monday asserted that the Framework Agreement (FA) signed on August 3, 2015 remained the only basis for resolving the Indo-Naga political issue, while accusing the Government of India of delaying its implementation and attempting to reinterpret the accord.
Delivering his address on the commemoration of the signing of the Framework Agreement, Tuccu described the accord as a “Red Letter Day” in Naga history and paid tribute to late Isak Chishi Swu, Th. Muivah, former NSCN leaders and martyrs of the Naga movement– Khodao Yanthan, ‘gen.’ (Retd.) Kholi, ‘brig.’ Thungbo, and all those who had sacrificed their lives for the Naga cause.
He said FA recognised the “unique history of Naga independence” and acknowledged the sovereignty of the Naga people, adding that it laid the foundation for a new relationship between the Nagas and India.
According to Tuccu, the agreement recognises the Naga national entity, affirms that sovereignty lies with the Naga people, and envisages the Nagas and Indians coexisting as “two entities sharing sovereign power.” He further claimed that it recognises Naga ownership over land and its natural resources, and acknowledges the integration of all Naga areas under one political roof as the legitimate right of the Nagas.
He also stated that the Government of India had recognised the NSCN as the authentic political organisation of the Naga people and had accepted the recognition of the Naga government and Naga Army. He said the proposed Pan Naga Hoho would look after Naga culture, customs, literature and languages, while the proposed Naga Regional Territory Councils (NRTC) in Manipur, Assam and Arunachal Pradesh would serve as transitional arrangements until the integration issue is settled.
Expressing concern over the delay in finalising the agreement, Tuccu alleged that the Government of India’s stand had become “unsteady” and that there were attempts to interpret the Framework Agreement ‘according to their interest and convenience.’
