DIMAPUR, SEP 21 (NPN): Khiamniungan Students’ Union (KSU) has demanded that no machinery be removed from road construction sites in Noklak district and no substantial or final payments be released to contractors until concerns raised in the Nagaland Legislative Assembly were properly examined and the works physically verified.
KSU through its media cell said its demands were aimed at ensuring transparency, accountability, quality execution and proper use of public funds following discussions during the ninth session of the Assembly on the closure of road development works in the district.
The union said machinery, equipment, vehicles and other project-related assets deployed at construction sites should not be transferred, withdrawn or relocated without prior intimation to the KSU and proper justification. It said any movement of machinery must be supported by valid technical or contractual reasons and should not impede the execution, inspection, measurement or completion of the works. KSU also called for a halt to the processing or release of substantial or final contractor payments until the works had undergone proper physical verification and certification.
KSU demanded that the union should be informed before such payments were released, particularly in projects currently under scrutiny.
According to the union, verification should cover the actual physical progress and quality of the works, compliance with technical specifications and contractual obligations, measurements, use of machinery and resources, and relevant project records. It said work should not be certified solely on the basis of departmental records or contractor claims without corresponding inspection at the site.
Further, the union said measurements, completion records, bills and other documents must accurately reflect the work executed on the ground, with public funds released only after the prescribed processes of verification, measurement, certification and approval had been completed.
KSU said any premature withdrawal of machinery, certification of incomplete or substandard works, or release of contractor payments without adequate verification would raise questions of transparency and accountability.
It has called upon the authorities to fix responsibility wherever irregularities, negligence or procedural violations were established.
