NSF demands removal of Avakhung Check Gate

DIMAPUR: Naga Students’ Federation (NSF) has taken serious note of the clarification issued by the Ministry of Defence spokesperson regarding the stoppage of its delegation at Avakhung, Meluri district, on September 19.
In a press release, NSF said the delegation had sought to complete registration formalities for obtaining a Border Pass to proceed to Tsera in the Naga Self Administered Zone. However, the Company Commander at Avakhung refused to grant an audience, preventing the delegation from presenting its case or clarifying requirements. NSF maintained that the inability to produce a Border Pass could not be viewed in isolation, as the registration process itself was not allowed to proceed.
NSF said the delegation was travelling to Tsera to meet the Naga Students’ Organization and other Nagas for a cultural exchange programme. On September 18, the team reached Lütsam village in the Phokhungri area and consulted local organisations, including the Phokhungri Area Public Organization, regarding difficulties faced by residents in the border areas. Following these consultations, local representatives approached the Assam Rifles outpost at Avakhung to facilitate onward movement. NSF said the delegation complied with requirements, including providing a reference from the concerned public organisation. However, upon reaching the Avakhung Check Gate on September 19, the delegation was informed that passage would not be facilitated and registration could not proceed.
NSF expressed concern over reports that access to healthcare services had been affected by the functioning of the Check Gate, with sick persons being delayed while taken to hospitals. It also alleged that Assam Rifles personnel in civilian dress had been visiting homes and questioning residents, while movement of agricultural produce and local trade was restricted. The Federation further pointed to occupation of State Government properties, including the International Trade Centre, by security forces. NSF therefore demanded removal of the Avakhung Check Gate and withdrawal of the Assam Rifles outpost from civilian areas, disclosure of the legal authority under which they operate, assurance of unhindered medical access, an end to surveillance and harassment of villagers, and clarification on the occupation of State Government properties. NSF asserted that any security arrangements within Nagaland must be undertaken in coordination with the State Government and its police authorities.
