Dimapur/Wokha, Oct 2 (NPN): District Administration and Department of Rural Development, Nagaland organised Jan Manthan Sabha and launched Reform Utsav 2026 under the theme “Sabki Yojana, Sabki Vikas” across several districts on October 2, integrating the initiative with the Gram Panchayat Development Plan (GPDP) 2027 28.
At Wokha Village, ADC Renbomo Ezung said the programme was crucial as it enabled the government to understand citizens’ problems, stressing that people were best placed to identify their own needs. He noted that the initiative was aligned with the vision of Viksit Bharat 2047, adopting a bottom up approach to development. BBM Wokha Block (NSRLM) Nzanbemo Patton explained that Reform Utsav would be carried out in three stages- Jan Manthan (Discover), Vimarsh (Deliberate), and Jan Samadhan (Deliver). District Social Welfare Officer James Ezung urged residents to highlight areas for improvement, while CMO Wokha Dr. Thungchanbemo Ezung encouraged citizens to avail themselves of Ayushman Bharat and other health schemes. The programme concluded with an interaction session involving residents, village council members and departmental representatives.
At Kohima Village Council Hall, DC B. Henok Buchem delivered the keynote address, stressing that development becomes meaningful when citizens identify needs, set priorities and find solutions to local challenges.
He urged active participation in GPDP 2027 28, ensuring inclusion of priorities such as roads, drinking water, sanitation, livelihoods, education, health, agriculture and welfare services. Buchem emphasised inclusive planning with attention to women, youth, senior citizens, persons with disabilities and vulnerable groups, while highlighting departmental convergence to optimise resources. He called upon government functionaries to make governance more responsive and transparent. The programme was chaired by Er. Seyiekhrietuo Solo, SDO(C) Kohima Sadar, with presentations by the Power Department and Food and Civil Supplies Department.
At Middle Khomi Village, Phek, DC Rhosietho Ngouri graced the programme as special guest, encouraging the community to take advantage of Reform Utsav.
He highlighted its purpose of bringing development planning closer to the people by creating platforms for direct interaction between communities and departments. APO Vekhrolo Koza delivered the welcome address, while departmental presentations were made by Agriculture, Horticulture, DRDA, CMO, PHED, Power, Social Welfare, ICDS, Land Records & Survey, and ITI Phek. The programme was chaired by EAC Phek HQ Er. Mechietso Koza, with blessings invoked by pastor Numuyi Tenyi.
At Ungma Village, Mokokchung, a Special Gram Sabha was held at the Rural Assembly Hall. Chaired by Imchatemsula Changkire, District Programme Manager (RGSA), DRDA Mokokchung, the programme commenced with a welcome address by Dr. R. Madhavi, Assistant Commissioner, followed by the formal launch of Reform Utsav by SDO(C) Ajay Moktan. He urged citizens to actively participate in GPDP planning and share feedback to help translate community needs into citizen centric reforms.

A key highlight was the Jan Samvad -People’s Consultation, led by Imyapangla, Project Director DRDA, providing a platform for citizens to engage directly with Heads of Departments.
